In January 2016, the UN Secretary-General put forward a Plan of Action to Prevent Violent Extremism (PVE), which laid out the global recognition and imperative to address violent extremism conducive to terrorism. Based on this, UNDP developed a global framework for PVE which highlights that prevention needs to look beyond strict security concerns to development-related causes of and solutions to violent extremism, using a human rights-based approach. The Sustainable Development Goals (SDGs) are closely interlinked to the PVE Plan of Action’s seven priority areas, which are: dialogue and conflict prevention, good governance/human rights/rule of law, engaging communities, empowering youth, gender equality, education/skills development, and strategic communications.

Since 2015, UNDP Jordan has been providing support to the Government of Jordan in the development of strategic policy and programming, as well as extensive support to the positive partnership role that can be played by civil society. It seeks to invest further in tools and guidance regarding establishing opportunities for capacity building activities, especially in relation to monitoring and evaluation, strategic communications, and gender equality. In December 2018 the PVE Unit moved from the Ministry of Culture to the Prime Ministry, giving it a more prominent role in coordinating with relevant bodies within the national PVE action plan, which has been endorsed by the Cabinet of Ministers, leading to the formation of an inter-ministerial committee to oversee its implementation. Liaison officers have been established as focal points in the relevant line ministries to provide support on the monitoring and evaluation of related projects.

UNDP employs a comprehensive multi-sectoral approach to support national efforts to preventing violent extremism, through the implementation of a coherent interlinked set of interventions that attempt to tackle its root causes, while at the same time empowering local communities, building the capacity of state organizations to be more responsive to the needs of the citizens, building social capital, creating youth employment, and linking the local, sub-national, and national levels of governance for effectiveness.

UNDP Jordan seeks to hire a Senior Programme Manager to support in the efforts of the Government of Jordan in the implementation of the National PVE Action Plan to strengthen national efforts in reducing the threat of violent extremism in Jordan, and to ensure the continued stabilization of the country.

This work requires supporting the national efforts in 1) mobilizing a whole-of-Government approach to implement the National Action Plan; 2) building capacities (where required) in monitoring of projects/activities of the Action Plan; 3) developing a basket fund to support the implementation of the Action Plan; and 4) assisting the PVE Unit in the coordination efforts of national and international stakeholders. In addition, the successful candidate will ensure coordination and support to implementation of UNDP’s initiatives in support of the National Action Plan principally those related to social cohesion, livelihoods development, and inclusive participation. The candidate will be supported by a programme assistant.
