UNDP is working with the Egyptian Environmental Affairs Agency on GEF project development to support transformation of Sharm El-Sheikh City into a green city.  The overall project objective of the project will be to turn Sharm El Sheikh into a model integrated and ecologically sustainable tourism city of national and international importance through the adoption of further low-carbon technologies, good waste management practices and a further-enhanced protection of its natural capital.  The project concept is based on a vision of the Green Sharm Initiative that the Government has developed for the city in 2010. This will be achieved through a holistic approach including four key components, namely: reduced carbon emissions, sustainable water supply, effective waste management and healthy biodiversity in particular coral reefs. 

UNDP will recruit an international expert for project formulation to prepare the project document and full proposal with all required annexes in time for submission.  Since it is a multi-disciplinary project, the project formulation expert will receive technical inputs from three International Consultants on biodiversity, waste management and environmental safeguards as well as a national consulting firm to support in collection of baseline data and identification of local context.

UNDP seeks to recruit an International Consultant (IC) to draft the section for a GEF full-sized Project in the area of sound management of (Persistent Organic Pollutants-Pesticides (POPs), chemicals in products, plastic and organic/inorganic Municipal Solid Waste in Sharm El Sheik. The IC will initiate an analysis in the respective fields and design the relevant interventions, in consultation with lead and support experts, and all partners, of the future GEF Full-Size Project within the eligible areas of the GEF- 7 Cycle, Chemicals and Waste Focal Area and identification of scale-up opportunities.

Waste streams in Sharm El-Sheikh includes plastic containing PVC or flame retardants, products and packaging designed with harmful additives or heavy metals reaching to municipal waste.  Introduction of waste prevention and diversion for productive use will be the centerpiece of the future programme with consideration of reverse derived fuel options from inorganic Municipal Solid Waste (MSW) parts and specifically plastic residues Organic MSW streams as related to methane generation and disposal are also of interest in the project design. Appropriate segregation and minimization of organic parts by leveraging resources for the introduction of bio-reactors for compost and fuel, and minimization of methane generation at landfills.

The main objective of the consultancy is to formulate and produce the chemicals and waste management section in the UNDP-GEF funding. The consultant is required to work closely with the Project Development Expert with the team of international and national consultants, the Egyptian Environmental Affairs Agency (EEAA) to prepare all the documents that fully meets GEF funding criteria under the guidance and supervision of the UNDP.

Duration of the Contract:

20 days between 01 May 2019 and 28 February 2020

The consultant will be recruited by UNDP Country Office, under an overall technical guidance of the UNDP’s Regional Technical Advisors (RTA) for biodiversity with support from Regional Technical Advisor on chemicals management and the Project Formulation IC. The work will include exploration of integrated project approaches with other focal areas funded by the GEF such as linkages to climate change mitigation opportunities in climate change mitigation, biodiversity conservation and waste management.

The following lists key responsibilities and deliverables of this contract. However, the PPG Implementation Plan provides further and more detailed guidance regarding the responsibilities of the PPG team and must be consulted accordingly.

Major Tasks:

1. Conduct comprehensive national-level consultations with governmental and other relevant stakeholders, private sector, bilateral donors on national priorities in chemicals & waste W management in Sharm El Sheikh area.
2. Review relevant background documents on current baseline situation (reports, plans, acts, legislation, procedures, studies/assessments) related to POPs pesticides, e-waste and medical waste, chemicals in products and articles, inorganic waste generation and recycling or RDF opportunities, supply chain architecture and origins of such products, potential for limitation for specific groups of products, upstream dialogues and recommendations with producers on more environmentally friendly packaging etc, downstream review of transportation, recycling and disposal operations and infrastructure, organic waste generation rates and options for its management and minimization, including cooking oils,  and others as relevant such as understanding the waste minimization in the tourism sector via responsible consumption.
3. Embark on a one-week mission to the country to collect any additional information for the data collection, and presentation of design of future works in conjunction with the lead international and national experts. Ensure high-quality and professional consultations with the national counterparts and potential project partners in terms of direct meetings. These consultations will involve the design of future project and elaboration and search for potential co-finance support, resource mobilization partnerships and scale-up opportunities as would be required by the PIF development process;
4. Identify entry points for the UNDP, ideas for projects and proposals; 
5. Identify other donors’ agendas in the plastic production and use, municipal solid and industrial hazardous waste, POPs, pesticides, e-waste and medical waste management sectors, packaging and disposal methods and new opportunities for improvement, to use emerging partnership opportunities. Look into private sector’s interest for involvement for better waste management. Prevention and minimization of waste generation and diversion for productive use are all important elements of this work.
6. Building on the scoping mission, develop the baseline situation and a road map for national team, in consultations with the lead international excerpts and other partners, that could serve as a baseline project for future GEF investment.
7. Building upon the national strategies and policies in plastic production and use, municipal solid and industrial hazardous waste, and other sectors of interest as identified in the PIF and other national policy and planning frameworks, justify the rationale, legitimacy and strategy of the project;
8. Conduct the development of this project proposal through a consultative process with other regional and international partners which might be involved in the project;
9. Work in close cooperation with Project Development Expert, UNDP CO and other stakeholders in order to define the project budget.
10. Formulate, in close consultation with all key stakeholders, first a draft section and then a final section of the FSP, addressing the following issues:

• Development of the theory of change, problem tree and sketching of the intervention strategy;
• Identification of several possible scenarios for intervention and identification of the most cost-effective approach within the GEF-7 strategic objective;
• Preliminary identification of key areas for piloting and implementation;
• Preparation of the project results framework– including indicative indicators – and GEF tracking tool for this section of the project document;
• Identification of main risks and associated mitigation measures according to the UNDP typology and approach to risk management.
• Identification of partnerships for scale-up opportunities, co-financiers and indicative amounts of co-financing.

Expected Deliverables and Timeframe 

The key products to be delivered are as follows:

• Deliverable 1: Mission agenda and travel plan
• Deliverable 2: Mission Report includes proposed objectives, scope and strategies for new project and recommendations for data assembly (road map for the national team)
• Deliverable 3: Draft Section for the project document
• Deliverable 4: Final Section for the project document

1. Academic Qualifications:

• Advanced university degree in chemical and waste management, POPs, environmental management or relevant disciplines.
• Years of experience:
• At least 5 years of relevant experience in drafting UNDP/GEF project documents the area of the sustainable waste management, Stockholm Convention on sound POPs management, heavy metals in products etc, organic and inorganic waste management, associated product design, RRR principles.
• Expert knowledge of GEF operating and strategic principles, especially as related to GEF-7 programme cycle that includes elements of resource mobilization and impact scale-up opportunities, partnerships with IFIs and private sector.
• Proven working experience in the listed fields
• Experience of working with UNDP and/or other international organizations on the identified areas 
• Experience working in the Arab Region is an asset
• Demonstrated experience in capacity development initiatives, notably at the systemic and institutional levels;
• Demonstrated ability of analytical and report drafting work;

1. Competencies:

• Good communication and presentation skills.
• Extensive experience analyzing data and preparing analytical reports.
• Ability to work with a broad range of individuals of diverse institutions and levels.
• Proven experience in undertaking similar assignments. Demonstrated written and spoken proficiency in English;
• Ability to work in a team, excellent analytical and communication skills;
• Good inter-personal and facilitation skills.

• Contracts based on daily fee

The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Travel costs (official missions will be pre-approved by hiring unit and reimbursed according to UNDP rules and regulations).

Individual consultants will be evaluated based on the following methodology:

 Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
