BACKGROUND

The UN Pacific Regional Anti-Corruption (UN-PRAC) Project is a joint United Nations Development Programme (UNDP) and United Nations Office on Drugs and Crime (UNODC) initiative, supported by funding from the Australian Government, aimed to support Pacific Island Countries (PICs) to strengthen their national integrity systems.

 

The main objective of the Project is to help Pacific Island Countries (PICs)  fight corruption by (i) promoting the accession to UNCAC by Niue, Samoa, and Tonga and supporting Pacific States Parties to actively participate in the UNCAC review process (ii) supporting PICs to strengthen national anti-corruption legislation and policies, as well as institutional frameworks and capacities to advance their effective implementation of UNCAC and (iii) providing support on the demand side of accountability, mainly through support of stronger engagement of non-government actors in the oversight of corruption, and in design of tools for more transparent service delivery.

 

Fifteen countries and territories in the Pacific are covered by the Project, including: The Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, the territory of Tokelau, Tuvalu, and Vanuatu.

 

The UN-PRAC Project is now in Phase II, covering the period of 2016-2020. The Project Document for Phase II under Outcome 3 on strengthening social accountability mechanisms and the anti-corruption role of non-State actors; facilitates continued engagement with non-state actors particularly youth for their participation in anti-corruption activities.

 

In addition, Article 13 of the UNCAC states that “Each State Party shall take appropriate measures, within its means and in accordance with fundamental principles of its domestic law, to promote the active participation of individuals and groups outside the public sector, such as civil society, non-governmental organizations, and community-based organizations, in the prevention of and the fight against corruption and to raise public awareness regarding the existence, causes and gravity of and the threat posed by corruption.”

 

UN-PRAC recognise the importance of youth engagement in anti-corruption initiatives. To this extent, UN-PRAC partnered with the Pacific Youth Council (PYC) in 2015 to organize the regional Pacific Youth Forum Against Corruption. A main outcome of this forum was the conception of the Pacific Youth-Anti Corruption Advocate’s Toolkit. The Toolkit was developed by youths and drew from various lessons learnt from the Pacific Anti-Corruption Forum in February 2015, in addition to lessons learnt from youth-integrity workshops conducted in various Pacific Island countries. The aim of the toolkit is to provide the necessary tools and skills to anti-corruption advocates to join the anti-corruption movement.

 

The Pacific Youth Anti-Corruption Toolkit was later piloted at the 2017 Pacific Youth Anti-Corruption Innovation Lab and at 3 different Training of Trainers (TOT) around Fiji. The TOT programmes in Fiji were held in Labasa, for the Northern division from 30 October to 2nd November 2017. This was followed by the Western TOT in Lautoka from 7-10 November 2017. The final TOT was in the Central division in Nadave from 23-25 February 2018. A cumulative total 54 youth & anti-corruption advocates participated in these 3 TOTs.

 

Building on the lessons learnt from the 3 TOTs in Fiji, UN-PRAC intends to work with the Student Association at the University of the South Pacific (USPSAS), the Pacific Youth Anti-Corruption Network (PYFAC) and the Pacific Youth Council (PYC) to organize and implement a Regional Youth Leadership & Anti-Corruption Training of Trainers Programme.

 

The Regional Youth Leadership & Anti-Corruption (RYLA) Programme is a training of trainers’ program that aims to nurture a group of student leaders to be advocates of anti-corruption throughout the Pacific. In the long term, the RYLA Programme aspires to influence local, national and regional decision-making platforms and spaces across government, civil society and the private sector on effective anti-corruption advocacies for the Pacific through the advocacy work of youth participants of this programme.  The immediate aim of this programme is to increase the level of anti-corruption awareness and outreach to youths across the Pacific by organizing youth-led workshops that are coordinated and facilitated by USP  and Fiji National University (FNU)students who have graduated from the RYLA Programme.

 

The Programme will utilize the Pacific Youth & Anti-Corruption Advocate’s Toolkit and will also draw on the experiences and lessons learnt from the 3 TOTs that were organised around Fiji.

 

The UNDP Pacific Office seeks to engage the services of a consultant to design training modules based on the current toolkit by identifying cross-cutting developments issues to be added to the content of the current toolkit using Adult Learning Principles and explore and design meaningful and innovative ways to deliver the training of trainers to USP students.

 

DUTIES AND RESPONSIBILITIES

Scope of Work

Specifically, the consultant will:

i.      Design the Training of Trainers modules:

  • In consultation with UN-PRAC team and PYFAC Network identify cross-cutting social development issues relevant to corruption such as Inequalities, Gender, Climate Change, Social Accountability, etc to be include in the modules.
  • Conduct research and gather information on the impact of corruption on each topic and identify anti-corruption activities such youth-community based workshops, poetry, art, sports, etc that youths can use as a medium to advocate against corruption for each topic.
  • Design and finalize the presentations to be used in these training modules by topic using the adult learning principles.
  • Introduce innovative, engaging and fun learning styles for participants, eg. Use of guest lecturers/speakers, ice breakers and team building activities for each module.
  • In consultation with UN-PRAC team produce a comprehensive training module based on the Pacific Youth & Anti-Corruption Advocate’s Toolkit and lessons learnt from the 3 TOTs conducted in Fiji.

 

ii.     Deliver 3 indicative ToT for USP and FNU Students:

  • In consultation with UN-PRAC, plan and finalize training programme for 3 indicative ToT for USP and FNU students.
  • Identify guest speakers for the TOT, facilitate and deliver 3 indicative ToT for the Students
  • Produce a report on the 3 ToT facilitated and delivered outlining recommendations for the way forward.

Institutional Arrangement

The Consultant will be reporting to the UNDP Anti-Corruption Specialist (Mihaela Stojkoska) and UNODC Anti-Corruption Adviser (Annika Wythes). The Consultant is obliged to submit a final report after the finalization of the assignment, containing reflections on the performed tasks, deliverables, observations and recommendations for future steps. 

 

Duration of the Work

The consultant will be required to work for a period of 20 days between June and July.

 

Duty Station

The Consultant will be working under the supervision of the UNDP Anti-Corruption Specialist and UNODC Anti-Corruption Adviser. During the assignment, the Consultant will work from home. The Consultant may also be required to spend time with the UN-PRAC team in Suva, Fiji. During the work, the Consultant will be taking into consideration the views of other interested parties, particularly the Pacific Youth Council, Pacific Youth Forum Against Corruption and USPSA.

REQUIRED SKILLS AND EXPERIENCE        

Educational Qualifications:

  • Minimum Master’s Degree in Social Work, International Relations, Management, Development, Public Administration, education, political or social sciences or related field;

Experience

  • Minimum of 7 years of experience in designing curriculum/training courses/ training modules for youths and facilitating training of trainers programme
  • Five years of relevant experience in community, national, regional and/or international youth advocacy issues;
  • One year working on anti-corruption and/or accountability, transparency or general governance issues;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Pacific experience is essential.

Language requirements

•             Fluency in English is required and at least one other Pacific language is desirable; and

•             Working knowledge of another UN official language is an asset.

 

Price Proposal and Schedule of Payments

 

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

 

  • Deliverable 1:

  • Deliverable 2:

[3 indicative ToT for the Students]: 20% of total contract amount

  • Deliverable 3:

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

 

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

 

Evaluation Method and Criteria

 

Individual consultants will be evaluated based on the following methodology:

 

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Personal CV or P11, indicating all past experience from similar Projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment.
  • Financial proposal, as per template provided in Annex II. Note: National consultants must quote prices in Fijian (FJD).
