RECRUTMENT OF AN INTERNATIONAL CONSULTANT TO SUPPORT THE FORMULATION OF A GCF PROJECT PROPOSAL “THE STRENGTHENING OF THE NATIONAL EARLY WARNING SYSTEM AND THE IMPROVEMENT OF THE PRODUCTION AND ACCESS TO WEATHER, WATER, AND CLIMATE SERVICES” IN MADAGASCAR

Description of the assignment:  International Consultant – Support/Concept Note Formulation

Project name: UNDP- Global Environmental Finance Unit

Period of assignment/services: 30 working Days

Place of assignment: Home-based with travel to Madagascar

They mainly describe the context of the mission, the responsibilities assigned to the mission, the deliverables expected from the mission and the profile of the candidates.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

1. Technical Proposal:

  1. Explaining why they are the most suitable for the work
  2. Provide a brief methodology on how they will approach and conduct the work
  3. Copies of Diploma, certification
  4. Personal CV including past experience in similar projects and at least 3 references
  5. Form of annex 3 (Offer letter) to be filled and signed

2. Financial proposal

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). See annex 3

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

 

 

CRITERIA FOR SELECTION OF THE BEST OFFER

  • Only those applications which are responsive and compliant with above mentioned criteria will be evaluated;
  • The technical criteria (education, experience, language) will be worth a maximum 100 points. Only the top candidates that have achieved a minimum of 70 points (70%) from the review of the education, experience, and language will be invited for an interview;
  • The interview will be given a maximum of 100 points (30%). When combined with the technical review of 100 points (70%), only candidates who pass 70% of technical and interview evaluation will be evaluated further;
  • For those passing technical and interview evaluation above, offers will be evaluated per the Combined Scoring method:
  • Technical and Interview (70%)
  • Financial evaluation (30%)
  • The financial proposal shall specify an all-inclusive daily fee (including number of anticipated working days and all foreseeable expenses to carry out the assignment);
  • Applicant receiving the Highest Combined Score and has accepted UNDP’s General Terms and Conditions will be awarded the contract.

Master's degree in hydrometeorological and climate related sciences

Technical knowledge in developing hydrometeorological networks and early warning systems and emphasis on disaster risk management and/or climate change adaptation with strong technical skills in project design and management

A minimum of 10 years of progressive and relevant experience in the field of developing climate information and early warning system projects and some years on GCF projects

Mastering English and few knowledge of French
