Overview :

BACKGROUND:

Malawi Government, through the Department of Disaster Management Affairs (DoDMA) with support from United Nations Development Programme (UNDP) is implementing the “Disaster Risk Management for Resilience Programme” from 2019-2023. The programme has three key goals: (i) strengthened capacity of national and local-level actors in effective disaster risk and resilience governance, (ii) improved delivery of risk reduction and early recovery services in shock prone urban and rural areas, and (iii) improved capacity for gender responsive planning, monitoring and evaluation of the disaster risk management sector. The programme is national in scope, but implementation will target 7 shock-prone districts; Balaka, Chikwawa, Mangochi, Mulanje, Phalombe, Nsanje and Zomba. The programme will also be implemented in two urban councils which will be selected following an open tendering process focusing on eligibility and capacity to implement disaster risk management plans. The programme is aligned with the development priorities of the Government of Malawi (GoM) as outlined in the Malawi Growth and Development Strategy III (MGDS III) and the National resilience Strategy (NRS).

 

Malawi continues to experience increasing cases of shocks, with the most frequent being extremes of drought and floods. Recently, flooding events have been on the increase both in magnitude and scale, affecting areas which do not have a flooding history including urban areas. Often, floods leave many displaced populations seeking shelter in churches, schools, mosques, raised terrains like roads and other areas which displaced people find appropriate. Most of these places are unsafe and expose the displaced populations to unforeseen risks. Seeking refuge in schools disturbs the education system as schools are turned into camp sites for affected families. Absence of decent evacuation facilities exposes women and girls to the risk of sexual exploitation and abuse, lack of privacy and dignity. Lack of designated evacuation facilities also makes it difficult for humanitarian actors to meet affected displaced population at one place and managing logistics for camps which further provides a fertile ground for abuse in provision and access to humanitarian assistance.

Previously, UNDP has supported similar work with community-based organizations, and this programme is building on lessons from the previous programme to design multipurpose green evacuation centers which will have design considerations appropriate to the context. This programme will construct a total of 5 multipurpose evacuation centers in Zomba, Phalombe, Mangochi, Balaka and Chikwawa districts over a period of 2 years.  In addition to prescribe construction work, demand for resilient building in the recovery phase as a result of disasters is increasingly increasing, and reconstruction phase requires services of registered Architect. Within this overall background, UNDP is intending to enter into a Long-Term Agreement (LTA) for the provision of architectural services to support the construction design, surveys, management of contractors and provision of construction quality assurance oversight of the evacuation centres reconstruction of damaged houses to most vulnerable households as a result of disasters.

An LTA is a mutual arrangement between UNDP and the individual to provide the required services at established fee or provisions. The LTA will be established for one year and renewable for up to three years linked to satisfactory performance of the individual consultant. UNDP reserves the right to rescind the LTA during that period should performance of the consultant not meet its requirements.

Under an LTA, UNDP does not warrant that any quantity of services shall be purchased during the term of this Agreement. Where a request for services arises, UNDP shall directly contract the Consultant based on its need to carry out those activities. A specific Term of Reference (TOR) outlining the outputs for each assignment shall be provided with a detailed time frame
