I.BACKGROUND

The Decentralisation and Local Development Support Programme (DLDSP) is a project funded by the European Union (EU) and implemented by the United Nations Development Programme. The DLDSP provides support to the Government of Jordan to effectively manage and guide the implementation of decentralisation reform through the application of the Decentralisation and Municipalities laws of 2015. The DLDSP operates through the Local Development Directorate (LDD) at the Ministry of Interior (MOI) and through its corresponding LDD at the Ministry of Municipal Affairs (MOMA). It functions under the guidance of the Inter-Ministerial Committee (IMC) for Decentralisation and its Executive Committee and its sub-committees.

DLDSP seeks to achieve three results:

1: The policy/ regulatory framework pertaining to Decentralisation has been adopted;

2: Capacities of the Governorate-based structures in strategic planning, budget analysis and monitoring are strengthened;

3: Participatory development plans have been properly elaborated in Governorates through strengthened dialogue with Non-State Actors and increased citizen’s participation (including identification of local productive projects to be established);

The government formed an Inter-Ministerial Decentralisation committee (IMC) and an Executive Committee with sub-committees to improve coordination between bodies concerned on drafting and implementation of decentralisation policies. Seven sub-committees were established to cover components required to implement the decentralization, including:  Legislation; Institutional and Organizational Structures, Manuals and Procedures; Institutional Capacity; Finance; Local Development and Services; Outreach, and IT.  In addition, the Government of Jordan has announced an intention to undertake a dialogue process on decentralisation.

II.Purpose of the Consultancy

Objective

The Specialist Research and Reporting Consultant will provide assistance to UNDP in its production of timely results-based project reporting on the implementation of the DLDSP programme as well as dynamic research, analysis and reports on the country’s decentralisation policies and processes. The audience of the reports are: UNDP, the European Union, the Ministry of Interior and the Decentralisation Inter- Ministerial Committee and Executive Committee, as well as broader sharing of reports with stakeholders, as well as possible publication in line with the UNDP and EU standards.

 

Scope of Work

 

Under the supervision of the DLDSP’s programme manager, and in close collaboration with colleagues at the UNDP Inclusive Participation team, the contractor will produce research and reports relevant to the three main results of the DLDSP and to developments on decentralisation policy and processes undertaken by the Government of Jordan and other actors.

 

In particular, the specialist will:

  1. Create tailored and systematic templates for regular project reporting on the DLDSP project (including on project activities and related developments) for key target audiences, including monthly updates, quarterly reports, and contributions to annual work plans and reports, as well as ad hoc ‘spot reports’, ensuring adherence to the DLDSP Project Document and Work Plans  and other relevant plans; follow-up and review relevant reports produced by DLDSP experts and contractors; prepare draft minutes of project board and similar meetings; participate in and report on DLDSP activities (including workshops, meetings etc) and other activities related to decentralisation; follow-up on reporting on linkages with the SDGs and other national priorities, including of impact and inclusion of women and youth in project activities.

  2. Conduct research and analysis on relevant areas on decentralisation in Jordan, including comparative studies; establish and maintain an archive of available reports and research; track and monitor relevant political developments on decentralisation in Jordan; production of knowledge products (case-studies, articles, newsletters, infographs, policy papers, etc) on issues relevant to DLDSP; contribute to and review/edit papers, manuals and other knowledge products, especially those promoting SDGs and other national priorities.

  3. Liaise with the DLDSP and UNDP team members working on technical issues, and especially on communications and visibility, to ensure effective reporting of success stories and content for press releases, websites, social media, etc. and to link such messaging with partners; liaison with other providers/donors working on decentralisation in Jordan and the Arab region; contribute to the DLDSP monitoring and evaluation framework, including close cooperation with the project’ M&E Specialists and follow-up in reporting on relevant recommendations and findings; support when required the drafting of other key documentation, including the preparation of relevant Terms of Reference, and other relevant activities.
