I.BACKGROUND The Decentralisation and Local Development Support Programme is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP). The Decentralisation and Local Development Support Programme (DLDSP) provides support to the Government of Jordan to effectively manage and guide the implementation of Decentralisation reform through the application of the Decentralisation and Municipalities laws of 2015. The DLDSP operates through the Local Development Directorate (LDD) at the Ministry of Interior (MOI) and through its corresponding LDD at the Ministry of Municipal Affairs (MOMA). It functions under the guidance of the Inter-Ministerial Committee for Decentralisation and its Executive Committee. DLDSP seeks to achieve three results: Result 1: The policy/regulatory framework pertaining to decentralisation has been adopted; Result 2: Capacities of the Governorate-based structures in strategic planning, budget analysis and monitoring are strengthened; Result 3: Participatory development plans have been properly elaborated in Governorates through strengthened dialogue with Non-State Actors and increased citizen’s participation (including identification of local productive projects to be established).
In April 2019, the DLDSP concluded the development of 420 socio-economic indicators within 16 sectors at the pilot Governorates (Irbid, Al Balqa and Aqaba) and eight municipalities (Al-Qadisiyya, Bargash, Yarmouk, Fuheis, Mahes, Ain Al-Basha, Al-Gweirah and Greigrah and Feynan). The socio-economic indicators were used to draft the Governorates’ Development Report that shows the development gaps at municipal and governorate level. They also serve as the first step in the development planning process and budgeting by identifying the needs and priorities for each sector at the three pilot governorates and its eight municipalities. The final socio-economic database for the 16 sectors will be uploaded on the TANMIA tool (the strategic planning tool at local level of governorates and municipalities) for the three pilot governorates and its eight selected municipalities using the Regional Information System (RIS), Project Management System (PMS) and Questions, Goals, Measures (QGM) platform that formulated the major components of TANMIA tool. The socio-economic database will be linked and incorporated with Geographic Information System (GIS) and projects monitoring systems. II.Purpose of the Consultancy Objective To finalize and monitor the progress on the continuous development and deployment of the socio-economic database on the TANMIA tool; To localize and integrate the SDGs at the local and municipal level in the socio-economic database To ensure that all data and 420 indicators are disaggregated by gender
Scope of Work The DLDSP started its first step of the strategic planning process in the three selected governorates (Irbid, Al Balqa and Aqaba) and its eight municipalities. Within the scope of work of this assignment, the expert will be engaged in the process of monitoring the development and deployment of the socio-economic database of the 420 indicators uploaded on the TANMIA tool. It will also derive the Sustainable Development Goals’ (SDGs) targets and indicators from the social-economic database in a separate database with its monitoring and evaluation system at municipal levels using the localisation of the SDGs guidelines and relevant international documents. In addition to using updated sorting system in creating a gender sensitive database. The expert’s scope of work will be focused on the following: Monitor and follow up on the development and completion of the socio-economic database and municipal services at the local and municipal level; Coordinate with the Infograph to upload the socio-economic database and service information at the municipal level on the TANMIA tool using GIS based on each population units as part of database at municipal and governorate level. Review and compare the socio-economic database with the SDGs indicators to sort out the matched indicators; Carry out a rapid review on the information/data needed for the unavailable SDGs indicators at the national, local and municipal level in line with the international standards; Create a SDGs indicators’ database at the national, local and municipal levels to be uploaded on the TANMIA tool; Conduct meetings/seminars with the UN agencies in Jordan to review and finalize the developed database; Develop a mechanism in the database to search all indicators disaggregated by gender Develop a projected database for the vital sectors according to the demographic dividends.
