Overview :

In 2016, the Government of Viet Nam launched the National Targeted Program on New Rural Development (NTP-NRD) and National Targeted Program on Sustainable Poverty Reduction (NTP-SPR) for the period of 2016-2020. The NTPs have been designed with improvements in terms of promoting decentralization, empowering local communities, groups of households people’s participation. These two NTPs - an integral and important part of the 10-year socio-economic development strategies (2011-2020) and 5-year socio-economic development plan (2016-2020) – with substantially large resources from GOVN’s budget, offer an important vehicle for achieving the SDGs in Viet Nam. One of the key new features of the two NTPs is the production support component, using “project-based” approach, promoting real empowerment of the poor people and their communities; mobilizing their strengths - not contributing to their dependence - and promoting self-help for sustainable poverty eradication. Therefore, the review of the production support component under the framework of the NTPs’ end-evaluation that the Government is carrying out is very important.

The Ministry of Labour, War Invalids and Social Affairs (MOLISA) issued the Circular No. 39/2016/TT-LDTBXH in 2016 guiding the monitoring and evaluation of the NTP-SPR during the 2016-2020 period (incl. 10 templates for data collection and thousands of data fields that need to be provided from district and commune levels). However, at provincial level, it is a big challenge to all provinces to collect required data due to limited capacity of local staff, lack of available information and lack of templates for communes to use.

UNDP is seeking for a national team leader of the group of consultants (other consultants will be recruited separately) develop an end-evaluation report of the production support component of the NTP-SPR (2016-2020). This report is jointly supported by UNDP, CARE, Oxfam and SNV, aiming at contributing to the Government’s evaluation of the two NTPs’ implementation. Apart from that, the consultant is expected to support Bac Kan province in improving the monitoring of the NTP-SPR (with better quality, more simple and practical templates). Consultancy’s deliverables are expected to be considered by the Government as evidence/input to policies orientation and improvement of monitoring and evaluation of poverty reduction policies and programs for the period after 2020.

The National Consultant is expected to support the assessent of the NTP-SPR’s implementation, identification of key priorities for poverty reduction policies and programmes after 2020, including effective monitoring of the progress at provincial level. Specifically:

  • The Government’s end-evaluation of the production support component of NTP-SPR.

Bac Kan provincial’s data collection system for monitoring NTP-SPR.

The selection will be on a competitive basis and will comply with UNDP procurement regulations.
