Overview :

 

A.    BACKGROUND

On June 8th, 2014, the national government of Timor-Leste passed a law that established the Special Zone of Social Market Economy (ZEESM TL) that would cover the enclave of Oé-Cusse and Ataúro Island and created the Special Administrative Region of Oé-Cusse (RAEOA). With this law providing the legal framework, the territory of Oé-Cusse was elevated to a Special Administrative Region in relation to its administrative, financial and patrimonial autonomy, legal framework and governance bodies.

Following with the implementation of this condition, the RAEOA founded a general “Agribusiness Development Program” in coordination with UNDP Timor-Leste, whom has been supporting Oé-Cusse on local economic development processes by accompanying the territory in the definition of economic participatory development strategies, based on the endogenous potentialities and resources as well as on exogenous opportunity factors. The aim of the collaborative program is to endow the territories with local capacities, and to generate decent productive opportunities and social equality, hence securing the welfare of the population.

Aiming the previously explained objectives of the Agriculture Development Program, the SRADR and ZEESM from RAEOA government implemented various activities and projects for the whole agriculture sector focusing in those with higher competitive characteristics. For that reason, a value chain analysis was made, which gave back the insights for those productions that are meant to be increased and supported: Rice, Coffee, Pineapple, Mandarin, Candlenut and Fishing.

 

B.     SCOPE OF WORK

 

The NGO/CBO will provide technical expertise and guidance on the implementation of Mandarin, Pineapple and Coffee Plantation training center and start plantation with local farmers. The scope of work includes:

-          Provision of 150,000 with details of 5.000 for Mandarin Plats, 20.000 for pineapple plants and 100.000 for Coffee plants to Oé-Cusse and Mandarin, Pineapple and Coffee Plantation training centre and farmers;

-          Create Mandarin, Pineapple and Coffee Plantation training centre in Oé-Cusse (including a Mandarin, Pineapple and Coffee Plantation in a total provision of 51 hectares with details of 4 Hectares for Mandarin Plants, 1 hectare for pineapple plants and 46 hectares for Coffee plants).

 

C. EXPECTED OUTPUTS/ KEY DELIVERABLES

The NGO/CBO will ensure the implementation of the following outcomes:

1.       Support to Mandarin production:

·         Provision and transportation of 5,000 high quality mandarin trees

·         Training on best practices to Mandaring trees management

·         Monitoring of farmers management of mandarin trees in remote rural areas

·         Construction of simple water catchment system for 50 mandarin producers

·         Provide meal for 3 workshops for 65 people

 

2.       Support to Pineapple production:

·         Provision and transportation of 10,000 pineapple plants

·         Training on best practices Pineapple management

·         Monitoring and mentor of farmers management of pineapple trees in remote rural areas

·          Provide meal for 3 workshops for 65 people

 

3.       Support to Coffee production:

·         Nursery of 20,000 coffee seeds in collaboration with local farmers

·         Provide polybags for support the planting of 20,000 coffee trees

·         Monitoring of farmers producing Coffee in three locations

·         Provide meal for 3 workshops for 65 people

 

4.       Construction with the community of infrastructure facilities to Fonte Sagrada for Tourism Project support (stairs, fence, foot path and photo shoot point)

 

 

 

 

 

D.    INSTITUTIONAL ARRANGEMENTS

 

The selected company will work in the designated office of the established project in Oé-Cusse. The Local NGO/CBO should use his/her own computer/laptop for the assignment. Other logistical costs (local transport, communication, logging, etc. must be included as part of the financial proposal of the Local NGO/CBO). 

 

The Local NGO/CBO must be available for regular meetings with the Project Manager and other meeting with partners for consultation and discussion purposes. Arrangement for such visits will be coordinated by the Local NGO/CBO with the project team based on project work plan/schedule.

 

 

 

Key Performance Indicators and Service Level

The Local NGO/CBO will be subject to the outputs and deadlines as listed above. Quality Assurance will be ensured by the Project Management Unit.

 

 

E. REQUIRED EXPERIENCE AND QUALIFICATIONS

 

1.      Company/organization

 

·         Must have at least 4 years of relevant experience related to the development of agriculture and supporting small farmers in Oé-Cusse;

·         Experience on Mandarin, Pineapple and Coffee plantation;

·         Must be based in Oé-Cusse.

Must include:

1 manager/coordinator:

·         5 years of experience working with small farmers or agriculture in Oé-Cusse.

1 Agriculture expert

·         7 years of experience on agriculture

·         2 years of experience on Mandarin, Pineapple and Coffee plantation

Mandarin, Pineapple and Coffee production specialist must be seated in Oé-Cusse

·         2 years of experience on Mandarin, Pineapple and Coffee plantation
