| Overview : The Ministry of Youth Empowerment, Sport & Culture Development (MYSC) was established to create an enabling environment for youth empowerment, sport development and preservation of culture and heritage in collaboration with relevant stakeholders. The Ministry achieves its mandate through six core functions namely: Youth Empowerment; Sport and Recreation; Arts and Culture; National Service and Internship; National Library Services and National Records and Archives Services. These functions are implemented in 31 MYSC outstations across the country’s districts and sub districts (as regions North and South) as well as at the National level. In 2014 an M&E unit was established and thereafter in 2017 an M&E plan was developed with indicators aligned to the Ministry Strategy (2017 – 2021), Ministerial Performance Framework which are also aligned to national and international indicators such as National Development Plan (NDP 11), Vision 2036, National Performance Framework, Sustainable Development Goals (SDGs), Commonwealth Youth Index etc. The goal of the Ministry is to have a fully functional M&E system that ensure that Ministry’s performance results are reported at all levels. To this end, the Government of Botswana in partnership with the United Nations Development Programme (UNDP) is looking for a suitable consultant to conduct a comprehensive M&E system assessment of MYSC to identify strengths and weaknesses in the current system and recommend actions to maintain its strengths and improve its weaknesses. The assessment will be conducted at selected sites representative of all MYSC functions and structures at all implementation levels (national and sub- national) of the system. |
