BACKGROUND

The United Nations Pacific Regional Anti-Corruption (UN-PRAC) project aims to promote and strengthen measures to prevent and fight corruption more efficiently and effectively in the Pacific region. This aligns with the purpose of UNCAC in article 1(1) and the spirit of SDG 16. This joint UNDP-UNODC Project, initiated in 2012, aims to help Pacific Island Countries (PICs) fight corruption by supporting: i) ratification of the United Nations Convention against Corruption (UNCAC); ii) UNCAC implementation through the strengthening of policies, laws, measures and institutional frameworks; and iii) engagement in the UNCAC processes, including the Implementation Review Mechanism.

This Project further draws on the technical expertise, tools and knowledge produced by the anti-corruption projects being implemented by UNDP and UNODC with the support of DFAT. It will also use those projects as platforms to share Pacific progress on UNCAC implementation with the global community. The project draws on the strong global partnership between UNDP and UNODC and the comparative advantages of both organizations in the fight against corruption. More generally, through the project UNDP and UNODC will provide responsive, demand-driven technical assistance to support individual countries to develop policies, laws and institutional frameworks to advance the effective implementation of UNCAC, as well as provide capacity development support to existing national accountability institutions, being sensitive to the particular operating contexts of small islands states. The Project will also strengthen the capacity of non-state actors with a view to improving their ability to prevent, detect, investigate, prosecute and sanction cases of corruption more effectively. Finally, the Project will seek to advance research, knowledge sharing, peer-learning and the identification and dissemination of good practices within and beyond the region with a view to advance the regional and in-country policy dialogue and create a platform for innovative, suitable and sustainable measures to prevent and combat corruption at regional level and within the individual countries in the region.

To support the delivery of the final year of the UN-PRAC project, UNDP seeks a consultant to provide overall substantive and operational support to the above described activities and results in the Pacific region.

DUTIES AND RESPONSIBILITIES

Scope of Work

Under the direct oversight of the Pacific Regional Project Anti-Corruption Specialist a.i.,   and in close coordination with the UNODC anti-corruption advisor under UN-PRAC, the Project Implementation - Anti-Corruption Consultant in the Pacific Office will provide substantive and operational support to the implementation of the UN-PRAC project and Anti-Corruption related activities in the Pacific.

The Consultant will more specifically support (i) delivery of activities, including planning, implementation and reporting, jointly organized with UNODC as part of the UN-PRAC project; (ii) support to f UNDP’s policy advice and technical support to Pacific government and UNDP country offices to promote transparency and accountability, in particular to address the effects of corruption on the poor and disadvantaged groups; and (iii) provide substantive and operational support to the development of the transparency, accountability, integrity and anti-corruption UNDP portfolio in the Pacific.

 

Expected Outputs and Deliverables

Specifically, the consultant will deliver in the following areas:

  • Design, implementation and reporting of on-going UN-PRAC activities
  • Support the operation and substantive design, implementation and reporting of UNCAC activities notably in the field of social accountability initiatives, education and Anti-Corruption, stakeholder engagement;

 

  • Substantive and technical support to country-specific partners/activities
  • Provide background research, feedback, technical inputs and capacity strengthening support to UNDP, institutional and non-institutional partners at the national and regional level.

 

  • Regional Anti-Corruption events
  • Support the operational organization of regional event, including but not limited to Pacific Anti-Corruption Conference, Participation of Pacific to UNCAC CoSP and Anti-Money Laundering regional events;
  • Support to the conceptual and substantive organization of regional events including agenda, panels, background notes and thematic papers, reporting and facilitation.

 

  • Project reporting, evaluation, data collection and knowledge products
  • Facilitate and/or produce draft and finalized project reports, final evaluation and additional knowledge/communication products related to the results or knowledge generated through the UN-PRAC project;
  • Facilitate and or conduct data collection and methodology development for reports/knowledge products;
  • Ensure quality design and dissemination of reports and knowledge products.

 

  • Resource mobilization and project development
  • Support the UN-PRAC phase III and other resource mobilization efforts related to anti-corruption activities in the region through drafting, data collection and facilitation of consultations.

 

Key deliverables:

  • In consultation with UN-PRAC team, the consultant will develop and ensure approval of monthly workplans and produce monthly timesheets with attached report on deliverables as per approved workplan (monthly between September 2019 and May 2020);
  • Knowledge products, communication pieces;
  • 2019 annual UN-PRAC report for donors and internal reporting (December 1st 2019);
  • Activity specific reports, including back-to-office reports after each potential country mission (on-going);
  • A final report, to be delivered two weeks before the end of the assignment (May 1st 2020).

 

Timeframe

The envisaged time frame of the consultancy is a total of 170 days between the 15th of August 2019 to the 15th May 2020.

 

Institutional Arrangement

The Consultant will overall report to the UN-PRAC UNDP Specialist a.i., in a daily reporting matrix including the UNODC Anti-Corruption Advisor.  Reporting is based on monthly reporting, using an agreed reporting template based on deliverables described above. 

 

Duty Station

The duty station for this assignment is based in the UNDP Pacific Office in Suva, with  travel to the region to support events or substantive missions, as needed. Travel costs to and from Suva and living expense during mission will be covered by consultant (to be included in Financial Proposal). Travel costs for shorter mission to countries in the Pacific and potentially beyond will be covered by UN-PRAC at the UNDP corporate rates and on an ad-hoc basis linked to project delivery requirements.

The Consultant to provide their own IT (computer).

REQUIRED SKILLS AND EXPERIENCE        

Education

  • Minimum Master’s level qualification in domains related to Peace and Development, Effective Governance and/or Anti-Corruption;

Experience

  • At least 3 years of experience in the field of Effective Governance, preferably with portfolio/projects including transparency, accountability, integrity components;
  • Demonstrated experience in support to design, implementation, oversight and reporting on    projects, preferably on topics related to Anti-Corruption. Experience in managing or overseeing project budgets will be an advantage;
  • Demonstrated experience in drafting ToRs, concept notes, project documents and other related documents  and report drafting in English on governance/anti-corruption issues;
  • Demonstrated experience working with effective governance institutions in development context.
  • Demonstrated experience working with multilateral agencies and/or institutions providing technical assistance in developing context. Experience working with one-UN approach and with UNDP/UNODC specifically will be an advantage. 

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Daily Fee

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, any insurance, visa etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. Travel to and from Suva, Fiji where the consultancy will be based should be included in the original financial proposal and will not be covered separately by UNDP.

Ad-hoc and unforeseen travel and daily allowance costs will be identified separately by the Project and arranged directly by the Project. 

Payment for Services

Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a time sheet indicating the days worked in the period.

General Notes on Financial Offer

  • UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the Consultant wish to travel on a higher class he/she should do so using his/her own resources;
  • In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and the Individual Consultant, prior to travel and will be reimbursed.

 

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Evaluation Method and Criteria

The candidates meeting the minimum requirement will be assessed on the following basis:

Criteria 1

Demonstrated experience in support to design, implementation, oversight and reporting on    projects, preferably on topics related to Anti-Corruption. Experience in managing or overseeing project budgets will be an advantage.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Incomplete, joint proposals and proposals sent to the wrong mailing address will not be accepted.
