  1. Background

 

With the extensive network of Country Offices, expertise in key development areas such as Poverty Eradication and Inclusive Growth, Good Governance, Environment and Climate Change, Crisis Prevention and Recovery, and Gender, as well as the integrator role for UN development assistance, UNDP has been partnering with Japan to support and enhance the Tokyo International Conference on African Development (TICAD), initiated in 1993, as one of the key forum for the advancement of dialogue and collaboration on African development. UNDP, as one of the co-organizers of TICAD along with Japan, UN-Office of Special Adviser on Africa (OSAA), the World Bank and African Union Commission (AUC), has hosted a Special Unit for TICAD, which has been progressively integrated into the UNDP Regional Bureau of Africa (RBA) with a view to enhancing integrated UNDP support for the TICAD process. Through the Special Unit for TICAD, UNDP has consistently supported the successful expansion and evolution of the TICAD process and provided critical support in all relevant areas, including strategic, substantive, programmatic, technical and operational.

Since the first TICAD welcomed 1,000 participants in Tokyo in 1993, TICAD has steadily grown into a major global platform for African development. Most recent TICAD VI, the first TICAD summit held in Africa (Nairobi, Kenya), brought together 11,000 high level participants, the largest ever recorded. Since then, two follow-up Ministerial meetings were held respectively in Maputo, Mozambique in August 2017 and in Tokyo, Japan in October 2018. UNDP’s contributions to this success, including the critical role it played to ensure the success of TICAD VI, are highly appreciated by wide-ranging stakeholders.

Under the vision to promote collaboration for sustainable development, the theme for TICAD 7, “Advancing Africa’s Development through People, Technology and Innovation” is presenting a platform for discussions that will further strengthen the unwavering commitment of Japan, UNDP and other development partners to address issues bordering on human and business development, by leveraging technology and innovation.

Against this background, UNDP endeavors to launch a Tripartite Partnership, which connects Japan’s public support offered by JICA and Japan External Trade Organization (JETRO) under the Ministry of Foreign Affairs and the Ministry of Economy, Trade and Industry, with the multilateral platform offered by UNDP. This ground-breaking partnership will promote sustainable growth and development in Africa through enhanced partnerships with Japanese and African private sectors and their provision of business-based development solutions to the SDGs. Three parties will collaborate to promote innovation and private sector development in Africa through encouraging business engagement of the Japanese corporations. 

Building on the tripartite partnership, UNDP will open a new chapter of institutional collaboration with the Japan Association of Corporate Executives. The partnership will establish a framework to encourage transformation of corporate strategies of Japanese business sector by linking development priorities and business opportunities in Africa through engagement of business leaders and by supporting Japanese corporations to contribute to the realization of the SDGs in Africa by providing business-based solutions and services. 

 

  1. Duties and responsibilities

 

Under the overall guidance of the Heads of TICAD and Strategy, Analysis and Research Units with direct supervision by TICAD Programme Specialist, the TICAD Private Sector Consultant is expected to perform the following duties.

  1. Provide logistics and substantive support to RBA Side Events including the organization of the TICAD Official side events with Kanagawa prefecture and UNDP-JICA-JETRO and during the UN General Assembly
  2. Support expansion of business engagement in Africa by Japanese corporations and other private sector players in the lead up to and as a follow-up to TICAD 7
  3. Promote partnerships between UNDP, Africa and Japanese private sector in the context of TICAD
  4. Develop a Systems map to inform private sector engagement towards increasing access to sustainable, renewable energy in Africa
  5. Produce a Prototype design for UNDP Wikipedia website as a knowledge platform
  6. Contribute to effective knowledge management and dissemination

1) Provide logistics and substantives support to the organization of the TICAD Official side events with Kanagawa prefecture and UNDP-JICA-JETRO:

  • Support organization of the side event “TICAD 7 Business Pitching” to be co-organized by JICA/JETRO/JETRO through logistic supports. This includes drafting and sending the letter of invitation as well as a preparation of logistic note for panelists. Elaboration, coordination and implementation of an overall programme for panelists. Organization of a briefing session to ensure the quality and timely holding of the side event. Elaboration of a workshop report. 

Support organization of the side event “TICAD 7 KANAGAWA SDGs Event” to be co-organized by UNDP-KANAGAWA prefecture through substantive supports. This includes preparation of brief documents, Talking Points for UNDP Administrator, the event scripts and any other technical documents requested by the bureau. Elaboration of a workshop report.

2)   Support expansion of business engagement in Africa by Japanese corporations in the lead up to and as a follow-up to TICAD 7:  

  • Consult with African private corporations (07 start ups selected by UNDP-JICA-JETRO) and identify their expectations towards UNDP in developing business in Japan.
  • Consult with Japanese private corporations (07 start ups selected by UNDP-JICA-JETRO) and identify their expectations towards UNDP in developing business in Africa.
  • Provide timely and advisory support to both Japanese and African private corporations for an enhanced networking and mutual collaboration.

Regularly stock take and update the ‘map’ and ‘status’ of Japanese corporation in Africa.

3) Promote partnerships between UNDP and Japanese private sector in the context of TICAD:

  • Follow-up with JETRO, JICA, and 14 private corporations (attendees of the pitching event) in both Japan and Africa to stock take the progress made.
  • Provide support to five Japanese private corporations of JICA pilot projects in Africa by connecting them to UNDP CO and other national stakeholders.

Ensure a quality implementation of an Action Plans of partnership agreements signed at TICAD 7. This includes; a tripartite agreement of UNDP-JICA-JETRO, MOU between UNDP-JETRO and SOI between UNDP and DOYUKAI.

4) Support the production of innovative knowledge and communications products and support UNDP Africa’s efforts to strengthen institutional partnerships through:

 

  1. Collecting, analyzing, and reporting on development-related data to produce robust, user-friendly knowledge and communication products that improve accuracy, transparency, and accountability of findings to support decision-making, programme evaluation, and resource mobilization for UNDP programmes.

 

  1. Supporting UNDP Africa’s involvement in high-level events.

 

Supporting UNDP Africa’s ongoing efforts to form and strengthen institutional partnerships to achieve the Sustainable Development goals and Africa’s development.

  1. Required Skills and Experience

Academic qualifications:

 

An advanced degree in International Development, communication design or any other related field.

 

Experience:

  • Previous experience in research and publication of documentation exercises and producing knowledge products in economic development, governance/rule of law related areas
  • Previous experience in partnership building, Monitoring and evaluation and the organization of Side Events.
  • Previous experience operating in the African development context.  
  • Strong technical competency in Adobe InDesign, Adobe Acrobat, Microsoft Office, and at least one video editing suite, such as Apple Final Cut Pro.
  • Strong technical competency in videography and sound for video. Experience in documentary production or filmmaking are a plus

 

Language:

 

  • Fluency in written and spoken English is required;
  • Working knowledge of another UN language would be an asset

 Only Shortlisted candidates will be requested to submit a Financial Proposal.

 

  • Daily fee: The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).
  • lumpsum: The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in this TOR, and deliverables accepted and certified by the technical manager. 
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel. 

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points):

Having reviewed applications received, UNDP will invite the top three/four shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

 

Candidates obtaining a minimum of 70% of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

 

Financial evaluation - Total 30% (30 points)

 

The following formula will be used to evaluate financial proposal:

p = y (μ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

μ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

 

 

Contract Award

 

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

 

Institutional arrangement

 

The consultant will work under the guidance and direct supervision of TICAD Programme Advisor and will be responsible for the fulfilment of the deliverables as specified above.
