I.BACKGROUND

The Decentralization and Local Development Support Programme (DLDSP) is a project funded by the European Union (EU) and implemented by the United Nations Development Programme. The DLDSP provides support to the Government of Jordan to effectively manage and guide the implementation of decentralization reform through the application of the Decentralization and Municipalities laws of 2015. The DLDSP operates through the Local Development Directorate (LDD) at the Ministry of Interior (MOI) and through its corresponding LDD at the Ministry of Municipal Affairs (MOMA). It functions under the guidance of the Inter-Ministerial Committee (IMC) for Decentralization and its Executive Committee and its sub-committees.

DLDSP seeks to achieve three results:

  • Result 1: The policy/ regulatory framework pertaining to decentralization has been adopted;

  • Result 2: Capacities of the Governorate-based structures in strategic planning, budget analysis and monitoring are strengthened;

  • Result 3: Participatory development plans have been properly elaborated in Governorates through strengthened dialogue with Non-State Actors and increased citizen’s participation (including identification of local productive projects to be established);

 

Objective

The purpose of the consultancy is to provide technical support to central and local government and social society organisations (CBOs, CSOs and NGOs) to take actions oriented to the improvement of local governance, service delivery and local development

 

Scope of Work

The scope of work of the consultancy will be focused on the capacity building and promotion of the engagement between communities, local governments and programmes that are also being supported by development partners to undertake joint actions i.e. participatory planning, gender sensitive budgeting, social accountability and the assessment of the performance and improvements of public services delivery. The consultant will deliver the outputs of the local governance, participatory planning, social accountability and SDGs localization Expert In this regard, the main tasks and functions of this consultancy would be the following:

  1. Develop and implement a training programme for civil society (CBOs, CSOs and NGOs) and capacity building team on actions oriented to effectively participate in formulation of the local development plan, engaging local governments with citizens.

  2. Develop training materials and train the CBOs, CSOs and NGOs and capacity building team on using the accountability tools and the enforcement of their agendas in the decision-making process.

  3. Develop training materials and train central and local government, CSOs, CBOs’ representatives on civic engagement and local accountability

  4. Develop training material and train CBOs and CSOs to support citizens in participatory planning and participatory processes; in local governance and participatory planning (communication and negotiation skills, leadership skills); and monitoring and evaluation of the local development plan.

  5. Develop the capacities of the CBOs and CSOs and capacity building teams on qualitative research tools and mechanisms to collect qualitative data.

  6. Conduct mapping of organizations and local authorities and create data base include all the organizations, their geographical distribution, their objectives, programs and activities, which constitute an important reference for all institutions and people.

  7. Integration of community-based organizations in the governorates of Irbid, Aqaba and Balqa in all programs and activities of local development and decentralization.

  8. Follow up the capacity building program that was implemented previously.

     

  9. Follow-up the implementation of the project "promoting Community Participation in Comprehensive Local Development", which is implemented by King Hussein Foundation and targets 15 associations in Irbid, Aqaba and Balqa.
