I.BACKGROUND

The Decentralization and Local Development Support Programme (DLDSP) is a project funded by the European Union (EU) and implemented by the United Nations Development Programme. The DLDSP provides support to the Government of Jordan to effectively manage and guide the implementation of decentralization reform through the application of the Decentralization and Municipalities laws of 2015. The DLDSP operates through the Local Development Directorate (LDD) at the Ministry of Interior (MOI) and through its corresponding LDD at the Ministry of Municipal Affairs (MOMA). It functions under the guidance of the Inter-Ministerial Committee (IMC) for Decentralization and its Executive Committee and its sub-committees.

DLDSP seeks to achieve three results:

  • Result 1: The policy/ regulatory framework pertaining to decentralization has been adopted;

  • Result 2: Capacities of the Governorate-based structures in strategic planning, budget analysis and monitoring are strengthened;

  • Result 3: Participatory development plans have been properly elaborated in Governorates through strengthened dialogue with Non-State Actors and increased citizen’s participation (including identification of local productive projects to be established);

Objective

The purpose of the present consultancy is to provide technical support to Community Based Organizations (CBOs) and and Civil Society Organization (CSOs) to take actions oriented to the improvement of local governance, service delivery and local development.

 

Scope of Work

The scope of work of the consultancy will be focused on the promotion of the engagement between communities, local governments and programmes that are also being supported by development partners to undertake joint actions i.e. participatory planning, gender sensitive budgeting, social accountability and the assessment of the performance and improvements of public services delivery. In this regard, the main tasks and functions of this consultancy will be the following:

  1. To review the existing manuals and guides and identify entry points for community engagement and other related sectors (public, private and municipalities).

  2. In medium-size municipalities of the three governorates selected by DLDSP, build upon existing and ongoing initiatives supporting participation in local development planning, civic engagement, local resources mobilisation, accountability and Public-Private-Partnerships (PPP).

  3. Propose an action plan to enhance CBOs and CSOs participation in the need’s prioritization and local planning process with special focus on women, youth and handicapped in the selected municipalities.

  4. Develop social accountability tools to be used by the CBOs and CSOs with the elected bodies and the Executive Councils.

  5. Support to experiment and pilot new forms of relationship between CBOs and CSOs, municipalities, governorates and the providers of public services aiming to create an enabling environment for the improvement of the services, the solution of local problems and to boost local development.

  6. To have a specific focus on how gender equity and empowerment of women and youth are to be addressed in the decentralization and civic engagement process.

  7. Carry out a study on the roles/competencies of the sub-national system to implement the SDGs; fundamentally the role/competencies of municipalities to contribute to the achievement of the SDGs.

  8. To create awareness about the need for local and regional governments to contribute implementing the Agenda 2030.  (i.e. a programme to sensitize local actors -mainly medium-size municipalities- to achieve the SDGs (very linked to the importance of promoting local development) complementary to national efforts.

  9. Assessment of national legislation conducive to the financing of the SDGs at the local level.

  10. Identification of existing practices and initiatives, both at local and national level, about how different municipalities are making the SDGs a reality at local level.

  11. Elaboration a set of data collection about municipal budgets dedicated to aligning to the SDGs at local level.

  12. Establishment of dialogue mechanisms between central and local governments to achieve the SDGs at local level (multilevel dialogue, horizontal and vertical dialogue).
