Overview : National Consultant to conduct an assessment on the implementation of the TRC recommendations Duty Station/Location: Monrovia, Liberia Application Deadline: 31 July 2019 Type of Contract: Contract for Consultant (CFC) Language required: English Starting Date: 12 August 2019 Expected duration of the assignment: 12th August 2019 to 31st October 2019 As defined in the Reconciliation Roadmap of Liberia, reconciliation is not limited to respective grievances including addressing root causes of conflict, bringing closure to past injustices, and establishing mechanisms of accountability, however reconciliation is increasingly viewed as a process that strengthens the peace-development-governance nexus. The Advancing Reconciliation through Legislative Reform and Civic Engagement join project is geared towards advancing reconciliation through the national law reform agenda and promoting parliamentary oversight, with a view to increase observance of international human rights norms and standards, as well as promoting transitional justice processes through consultations and political dialogues. The project will systematically and comprehensively follow up on the implementation of the Truth and Reconciliation Commission (TRC) recommendations and facilitate transitional justice processes, with a view to consolidating national reconciliation and sustaining peace in Liberia. This joint project is specifically implemented by UN Women, OHCHR, and UNDP and is generously funded by the Liberian Multi Partner Trust Fund. The final report of the TRC included a list of recommendations to the Liberian government for reparations to victims of the civil war and reforms to prevent atrocities from reoccurring. The TRC recommended no blanket amnesty, but rather asked amnesty for those under the age of 18 and those that did not break any humanitarian laws. Other recommendations included alteration of the national motto, a reduction of the number of political parties, strict regulation on political appointments, and an alteration of the official Liberian calendar to include observation of holidays for multiple ethnic groups. More broadly, the Liberian TRC put forward the idea that the Liberian government promote a culture of respect for human rights, ensure the protection of women and children, and focus of devolution. Through this joint project, the implementation of the 47 recommendations will be assess reviewed highlighting recommendations related to legislative reform and gender. These recommendations will be documented into a knowledge product that will be disseminated and used as an advocacy tool for the implementation of these recommendations. Against this backdrop, UN Women Liberia seeks to hire a national Consultant to collect evidence and assess the level of implementation of recommendations from the TRC related to legislative reform a gender. Furthermore, the consultant is expected to produce a simplified version of the TRC recommendations on Legislative reform. This information will be disseminated at county level amongst targeted groups including rural women, people with disabilities and people living with HIV to strengthen their role as oversight bodies. |
