Overview :

The Philippines has participated in the global initiative funded by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and implemented by the UNDP, United Nations Environment Program (UNEP), and World Resources Institute (WRI) - the Green Climate Fund (GCF) Readiness Programme. The GCF Readiness Programme’s primary objective is to support the Government of the Philippines (GoP) in strengthening national capacities to effectively and efficiently plan for, access, manage, deploy and monitor climate financing, in particular, through the GCF.  Specifically, the program is supporting capacitation and empowerment of the Climate Change Commission (CCC) as the National Designated Authority (NDA) to the GCF including relevant partner-government agencies. The Program targets two important aspects of the GCF approach, access to funds and private sector engagement, through the selection of national/sub-national implementing entities for accreditation; and the preparation of prioritized programs/projects for submission to GCF.

Institutional Arrangement

The IC shall be engaged and directly paid by UNDP.

The Project Manager will be reporting directly to the Focal Point of the NDA for GCF who will monitor, review and approve her/his outputs and evaluates his/her over-all performance. The Focal Point of the NDA for GCF shall approve and monitor the outputs of the Project Manager.

Duration of Work

To undertake the tasks, procedures and expected outputs, the Project Manager shall be engaged for a period equivalent to 5 months commencing upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is August 2019 and the expected completion date is December 31, 2019.  

Duty Station

The assignment is based in Manila. Official travels shall be approved by the Focal Point of the NDA for GCF. Further, travel expenses will be charged to the project fund. The Project manager is required to report to the office regularly, subject to the necessity of his/her services as determined by the Focal Point of the NDA for GCF  

Scope of Price Proposal and Schedule of Payments

The consultant is required to submit a financial proposal indicating lump-sum amount for the assignment. The engagement will make use of Daily Fee as the pricing option. The duration will be a maximum of 5 months:

First Tranche - 20% Upon submission and approval of the following:

  • Monthly Accomplishment Reports for August and September 2019
  • Documentation of technical meetings led/facilitated with recommendations on next steps 
  • Assessment Reports on Concept Notes and Funding Proposals reviewed 

Second Tranche - 50% Upon submission and approval of the following:

  • Monthly Accomplishment Report for October and November 2019
  • Documentation of technical meetings led/facilitated with recommendations on next steps 
  • Assessment Reports on Concept Notes and Funding Proposals reviewed

Third  Tranche - 30% Upon submission and approval of the following:

  • Monthly Accomplishment Report for December
  • Documentation of technical meetings led/facilitated with recommendations on next steps 
  • Assessment Reports on Concept Notes and Funding Proposals reviewed
  • Hand-Over Report

 

Description of Responsibilities :

The Climate Finance Advisor for the GCF Readiness Programme will provide  oversight on management of remaining activities of GCFRP Project Management Unit (PMU) and, technical and policy advisory support to the Office of the Focal Point of the NDA for GCF on implementation of GCF-related activities.

 

Specific Tasks:

  • Review remaining GCFRP Project outputs and endorse necessary payments based on Consultants’ contracts, including those pertaining to: (i) Concept Notes and Project Preparation Facility (PPF) proposals on  sustainable transport, renewable energy for small island mini-grids and sustainable cities; (ii) GCF Country Programme; (iii) GCF in the Philippines website and knowledge products; and (iv) Coastal Resilience Project;
  • Lead/facilitate technical meetings with Consultants and partners on completion of remaining GCFRP deliverables , including those pertaining to: (i) Concept Notes and Project Preparation Facility (PPF) proposals on  sustainable transport, renewable energy for small island mini-grids and sustainable cities; (ii) GCF Country Programme; and (iii) GCF in the Philippines website and knowledge products.
  • Lead/facilitate reviews of GCF-related Concept Notes and Funding Proposals, and provide recommendations on how the Concept Notes and Funding Proposals can be aligned with the Country Programme and GCF Investment Criteria;
  • Assist the Office of the Focal Point of the NDA for GCF in developing NDA proposals (e.g., readiness proposals, National Adaptation Plans (NAPs), among others)  as assigned;
  • Manage technical meetings with partners on development of GCF Concept Notes and Funding Proposals;
  • Facilitate the building of capacity and awareness of key stakeholders regarding climate finance readiness, including among the private sector and civil society as needed;
  • Provide policy advices related to the GCF process as needed; and
  • Others assignments that the Focal Point of the NDA for GCF will assign from time to time.

Qualifications :

Offers will be evaluated based on combined scoring method – where the Technical Proposal will be evaluated based on qualifications in the CV and brief description of previous work. The Technical evaluation is weighted a max. of 70%.

The Financial Proposal that will be evaluated through submission of the Offeror's Letter to UNDP Confirming Insterest and Availability for the IC including Financial Proposal Template and combined with the price offer will be weighted a max of 30%;

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based in the following qualifications (with the appropriate obtainable points):

  • A Master’s degree in Environmental Science/management/policy, Finance, Economics, Business Management, or other relevant subject;

   (Minimum 25 points for Master’s degree, additional points for each                     additional degree, maximum up to 30 points)

Technical expertise and experience

  • At least 5 years of experience in program management, design, monitoring and evaluation (15 points)

    (Minimum 10 points for 5 yrs of experience, additional points for             additional year, maximum up to 15 points)

  • At least 5 years of relevant experience in policy analysis, advice and capacity development related to climate change and/or development finance, public policy/finance/budget management and in engagement of the private sector/finance sector in climate related activities (20 points);

   (Minimum 15 points for 5 yrs of experience, additional points for      additional year, maximum up to 20 points)

  • At least 5 years of demonstrated expertise and involvement in climate change and relevant sectors such as energy, forestry, agriculture, water, and cross-cutting issues such as gender (15 points)

Applicants who will only receive 70 points  from the assessment of the CV and Brief description of why the individual considers him/herself as the most suitable for the assignment will be qualified for the assessment of the Financial Proposal.
