Background

The Government of Jamaica (GOJ) has made justice reform a national priority and has taken active measures to reform the country’s justice system over the past several years. Through a partnership between the Ministry of Justice (MOJ) and Global Affairs Canada (GAC), the Justice Undertakings for Social Transformation (JUST) Programme was established to guide the implementation of this transformation of the justice sector. 

Within this context, the JUST Programme is supporting the efforts of the Justice Training Institute (JTI) – the training arm of the MOJ – in strengthening its training programme for Lay Magistrates. Lay Magistrates are Justices of the Peace who are designated to decide minor criminal offences in the Lay Magistrates’ Court, in addition to other functions. In order to increase citizen’s access to justice, the Jamaican government has recently expanded their powers, and Lay Magistrates now have the authority to hear more types of offences and impose larger fines.

In order to carry out their functions competently and efficiently, Lay Magistrates must understand and uphold the law and the rights of citizens. As such, the need for adequate initial and ongoing training of Lay Magistrates has become especially important. This has increased the need for printing of training materials.

The United Nations Development Programme (UNDP) supports the JUST Programme in the procurement of local service providers to deliver specific products or activity components as needed. Within this context, the JTI requires a Multifunction Printer to prepare training materials for Lay Magistrates. This printer will also serve other groups who deliver justice to citizens in Jamaica and are trained by the JTI.

Summary of Services:

To Provide a Color and/or Black & White Multi-function Printer for the Justice Training Institute, including installation, extended maintenance service and warranty.
