Overview :

BACKGROUND:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Currently UN Women, UNDP and UNOPS are implementing a programme titled “National Resilience Programme (NRP)” jointly with Department of Disaster Management (DDM), Department of Women Affairs (DWA), Programming Division of Planning Commission and Local Government and Engineering Department (LGED) to sustain the resilience of human and economic development in Bangladesh through inclusive, gender responsive disaster management and risk informed development. The programme will support civil society organization networks, local non-governmental organizations and women's organizations and gender equality advocates working on disaster risk management to ensure their actions are gender-responsive. The programme will also address women’s capacity and leadership in community and individual resilience building against disaster and climate shocks and stresses.

 

It is evident that the resilience building requires greater attention to human livelihoods. In Bangladesh, many organisations along with Government are working to promote resilient livelihoods especially for women who are considered as the most vulnerable.  However, there are still lack of ownership, control and access over resources and productive assets along with discriminatory land rights and inheritance practices against women. In most cases, during the planning and designing of livelihood programme the actual needs on the ground (of women), linkages with market & producers’ group are not properly taken into consideration. In addition, disaster risks and vulnerabilities are rarely thought of while livelihood programme planning. Therefore, sustainability of securing livelihood that are resilient to disaster and climate shocks remains a challenge. NRP has taken initiative through this research to address the above issues and pilot some livelihood options which are resilient to disaster and climatic shocks; and brings transformational changes in women’s lives.

 

 

OBJECTIVE:

The overall objective of this assignment is to undertake an assessment that will help identify opportunities for women’s economic empowerment and prospects for gender-transformative/responsive livelihoods for women in Satkhira and Cox’s Bazar; initiatives that promote gender-transformative/responsive jobs for women in climate-affected regions which will contribute in women’s resilience building and empowerment.

Specific objectives are:

  • To map and categorize the gender-responsive/transformative livelihood for women in the target districts, which will contribute to women’s resilience building;
  • To conduct market analysis to assess the viability of the proposed gender-responsive/transformative livelihood options; conduct a cost-benefit analysis of the livelihood options;
  • To define the market strategy for the livelihood options proposed;
  • identify private sector engagement in the different livelihood initiatives;

 

METHODOLOGY:

The assessment will be conducted by institution/organisation and will work closely with NRP DWA team and UN Women Cox’s Bazar Office under the direct supervision and guidance of Programme Specialist – DRR, CC,HA. The organization is expected to submit a detailed Proposal with methodology for conducting the study, workplan with timeline and budget. Proposal must offer

  1. Methodology with the sampling technique and respective tools
  2. Gender-responsive Market Analysis framework
  3. Assessment of gender-transformative and gender-responsive livelihoods for women
  4. Gender responsive Economic analysis of the livelihoods
  5. Gender Analysis Matrix
  6. Gender-responsive Marketing strategy involving of relevant stakeholders, including private sector

 

The final methodology of the assessment will be developed in consultation with the NRP DWA team before commencement of the task/study/survey. The study should employ both quantitative and qualitative methods.

 

Scope of services:

The consulting institution/organisation is expected to -

  • Identify and review relevant literature/work on gender-responsive/transformative livelihood options in Bangladesh.
  • Mapping existing gender-responsive/transformative livelihood projects that are focused on women in the study areas, including their sustainable strategy
  • Conduct consultations with relevant stakeholder’s and identify gender-responsive/transformative  livelihood options and on linkages to market actors (producers, Local service Providers, traders etc), other private sector actors and public experts; 
  • Special attention shall be given whether these livelihoods address disaster risk and less vulnerable to the impacts of disaster and climate change induced shocks and stresses;
  • Conduct Market analysis of available gender-responsive/transformative livelihood options;
  • Identify the opportunities of market linkages of the identified livelihood options in the study area;
  • Conduct cost benefit analysis of the livelihood options;
  • Identify market systems that provide opportunities for women and have economic potential but don’t increase risk;
  • Identify private sector entities engaged in the markets of interest
  • Identify producers’ group, suppliers and extension agents engaged in the markets of interest
  • Provides analysis of how key markets operate immediately after a shock, to support initial decision on feasibility of response options;
  • Based on the comprehensive analysis, prepare a list of doable gender-responsive/transformative livelihood options, with prioritization of 4-5 livelihood options and business plans for such;
  • Identify institutions, organizations, service providers that are providing the vocational/technical trainings on the identified gender-responsive/transformative livelihood options;
  • Analyse financial services available and how vulnerable women can access to capital/ loan/ credit for business

 

STUDY AREA:

The institution/organisation will conduct a sample survey in

  • 2 upazilas from Satkhira District (Munshiganj and Kaliganj upazilas)
  • 2 upazilas from Cox’s Bazar District to be identified in consultation with Government partner.  

 

 

EXPECTED DELIVERABLES:

  • A brief inception report (maximum 3 pages) outlining the approach/methodology and execution programme/timetable. This report shall be submitted for review and approval by the project team within 5 days after the signing of the contract before commencement of the work;
  • Detail methodology of the assessment includes data collection tools shall be submitted by 30 November 2019;
  • Draft report including Comprehensive Business Development plan for the prioritized gender-responsive/transformative livelihood options shall be submitted by 31 December 2019;
  • The final report shall be submitted by 30 January 2020.

REQUIRED COMPETENCIES:

The institution/organization should have minimum 10 years of experience in designing, implementing, managing and coordinating survey/research/assessment/ on women’s economic empowerment in relation to Disaster Risk Reduction and Climate Change.

The institution/organization will ensure that relevant members from the assignment execution team should possess the following experiences, skills and competencies:

  • Previous experience working in gender-responsive/transformative livelihood and IGA projects, market analysis, linkages to market actors (producers, Local service Providers, traders etc), other private sector actors and public experts. 
  • Team should comprise of (1) Livelihood expert (2) Economist/value chain analyst and (3) Gender expert to lead the study. 
  • The other members of the research team should have excellent academic and research background and have proven track record in conducting similar assignment on gender-responsive/transformative livelihood and IGA projects, market analysis, linkage with private sectors contributing in sustainability and resilience building.
  •  Knowledge and experience of using research/survey concept, approaches, tools, techniques, methodologies, sampling, etc.
  • Experience in qualitative and quantitative data collection, validation, entry and analysis using statistical software and drafting skills
  • Strong gender analysis and mainstreaming skills in relation to livelihoods programme design.
  • Excellent communication and facilitation skills as well as fluency in English, and in relevant local languages
  • Ability to produce high quality work under tight timeframes
  • Evidence of having undertaken similar assignments
  • Ability to develop high quality research reports in English, preferably for UN or INGOs 

 

DURATION OF THE ASSIGNMENT:

The survey is expected to be completed within 40 working days between November to January 2020.

EVALUATION PROCESS:

The institution/organisation will be evaluated based on the following methodologies:

  • Will be evaluated against a pre-determined set of weighted technical criteria in accordance with described ToR
  • Only institution/ organization obtaining a minimum of 70% of the total in the Technical Review will have their financial proposals reviewed
  • Then a cumulative analysis of technical and financial evaluation will be done and the award of the contract will be made to the proposer having highest score.

* Technical Criteria weight: 70%

* Financial Criteria weight:  30%

BID REQUIREMENTS:

The Offer should contain a technical and a financial proposal which includes

  • A suitability statement, including commitment to availability for the entire assignment.
  • A brief statement of on the proposed study methodology.
  • A financial proposal, including detailed cost per major activity.
  • Updated curriculum vitae of the lead consultant and his/her associates that clearly spell out qualifications and experience to be attached as an annex.

PAYMENT SCHEDULE:  

  • 30% of the total contracted amount will be paid upon submission of A brief Inception Report outlining the approach/methodology and execution programme/timetable
  • 70% of the total contracted amount will be paid upon successful completion of the final report including comprehensive business development plan of the listed livelihood options
