Overview :

UNDP Vietnam is seeking for 02 National Consultants for developing training materials on gender-sensitive grassroots mediation and organize one Training of Trainers using these materials.

In Viet Nam, grassroots mediation was officially recognized for the first time by the 1992 Constitution. As one of the most popular outside-court mechanisms for dispute resolution, grassroots mediation often covers minor disputes arising from family and civil relationships, and within communities, and is widely used across Viet Nam. In fact, the Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) 2018 showed that 45% of respondents would not use courts for civil disputes but rather request mediation from “prestigious persons” in their community.

To achieve the goal for better capacity and quality of grassroots mediation, UNDP with commission a national consultant team to develop training materials on gender-sensitive-grassroots mediation. The knowledge products will be based on (1) Decision No.4077/QĐ-BTP with focusing on content of Module three (Skills on conciliation at the grassroots level); (2) findings and recommendations from the survey on the current situation of dispute settlement mechanisms through mediation at the grassroots level in the 3 provinces mentioned above.

To develop training materials on gender-sensitive mediation with focus on mediation skills at the grassroots level. The training materials will consist of (1) a detailed two-day training programme, (2) lesson plans, (3) training needs assessment form. Each lesson plan delivers 3 components of outcomes: knowledge (what), skills (how) and value (why), using interactive methodologies, and (4) design a form to evaluate results of the training course and applying knowledge from the course to mediation activities.

The training materials should cover gender issues, particularly identifying gender issues in mediation activities; vital skills for mediators and how to mainstream gender in skill practice and their mediation procedure, as well as concrete guidance for trainees to practice of these skills.
