Overview

In accordance with UNDP and GEF M&E policies and procedures, all full- and medium-sized UNDP-supported GEF-financed projects are required to undergo a Terminal Evaluation (TE) at the end of the project. This Terms of Reference (ToR) sets out the expectations for the TE of the full-sized project titled Promoting Production and Utilisation of Biogas from AgroWaste in South-Eastern Botswana (PIMS #5299) – Biogas Project initially implemented through the Botswana Institute for Technology Research and Innovation (BITRI), however following the Mid-Term Review (MTR), project implementation was shifted to the Ministry of Mineral Resources, Green Technology and Energy Security (MMGE): Department of Energy (DOE). The project started on the 20th January 2017 and is in its 5th year of implementation following a request for an extension from the MMGE in July 2020. The project has been extended up to January 2022. The TE process must follow the guidance outlined in the document ‘Guidance For Conducting Terminal Evaluations of UNDP-Supported, GEF-Financed Projects’ (http://web.undp.org/evaluation/guideline/documents/GEF/TE_GuidanceforUNDP-supportedGEF-financedProjects.pdf).
