1. INTRODUCTION
The Public Procurement and Asset Disposal Board (PPADB) wishes to undertake, with the support of the United Nations Development Programme (UNDP) in Botswana, a survey on the knowledge, attitudes and practices (corruption perception survey) on public procurement and asset disposal in Botswana.
2. The Objectives of the Consultancy are to:
a)To determine the level of corruption, perceived and or real in public procurement and asset disposal in Botswana, as well as at PPADB specifically. b)To establish sectors in Botswana which are prone to corruption perceptions c)To identify the causes of corruption perceptions as well as determine trends in public procurement. d)To establish the public’s knowledge about the role of PPADB vis-à-vis that of others in public procurement. e)To determine level of knowledge and understanding of Senior Executives and procurement managers of corporate governance in general and in particular the dimensions that relate to procurement. f)Determine measures to be employed in fighting corruption in public procurement at every stage with a view to instilling public confidence in the system.
3. QUALIFICATIONS AND EXPERIENCE
Eligible companies/firms are required to put together a team of a maximum of three professionals in the following areas: statistics, law enforcement and/or corruption and/or economic crime, and a procurement specialist with the statistician as a team leader. The team leader should have ten years experience in undertaking complex surveys of the nature required in the terms of reference. A Masters degree plus ten years experience is the minimum requirement for the Team leader. Other members listed above would require a minimum Degree plus five years experience in the field of specialisation
