Overview :

The armed conflict in has witness serious human rights violations in the country. Since the outbreak of the war, civilians have been subjected to widespread human rights violations and abuses, including killing, injury, abduction, sexual violence, destruction of properties and displacing millions of people. 

Decades of human rights violations and abuses as well as serious violations of international humanitarian law and related international crimes, coupled with impunity, are among the root causes of violence in South Sudan. The persistent failure to address the legacy of these violations and abuses remains one of the key factors of violence in the country.

As part of its support to transitional justice process, OHCHR in collaboration with UNDP seeks to promote a victim-centered approach to Transitional Justice by encouraging an active participation and involvement of victims of IDP’s and their families in Transitional Justice processes, informing them on fundamentals of transitional justice initiatives including the design of the legal framework, by genuinely seeking their views in a gender sensitive approach, and ensuring that their opinions, concerns and needs are taken into account in all the stages of the Transitional Justice process.

In this regard, the program is seeking competent and reputable registered Civil Society Organizations (CSOs), non-governmental organizations, or community-based organization to to establish victim support groups of internal displaced persons (IDP’s) in transitional justice processes and conduct outreach activities on Truth, Reconciliation and Healing in the Unity states.  

The grant aimed at promoting meaningful participation of victims of IDP’s in the CTRH process and conduct awareness-raising on Transitional Justice.

 

  1. OBJECTIVES AND EXPECTED OUTPUTS/ DELIVERABLES 

 

The objective of the grant is to promote dialogue and consultation with IDP’s through an assessment of their level of information/understanding of the various Transitional Justice mechanisms envisaged by South Sudan (not only the CTRH) and ensure that they are appropriately and holistically informed of the design of the legal framework, options available and implications for them and society at large, Seek their views, concerns and expectations for the establishment of CTRH through:

  • Identify victims and survivors’ of IDP’s and create networks of victims – including the active participation of women;
  • Taking into consideration local gender dynamics, in a first instance create separate networks for men and women; subsequently and over time, support the engagement of the men’s and women’s networks among each other, aiming to create space for women.
  • Conduct awareness raising on truth, reconciliation and healing. This may be conducted through dialogues, public meetings, drama, outreach awareness sessions, radio, and other media engagement.
  • Carry out trainings for, stakeholders, victims’ and survivors’ network members on survivors’ and victims’ rights, leadership, advocacy skills, public speaking, and other identified issues.
  • Facilitate victims’ and survivors’ networks to engage with the local administration, the traditional justice system and other relevant national and local stakeholders.
  • Support target victims’ and survivors’ groups to organize events on issues identified by them.
  • Special steps (including direct spending) shall be taken to ensure gender equality across all activities and women’s and girl’s participation.

 

The organizations are encouraged to develop their own expected results based on their respective assessment of needs, issues, and challenges of victims of IDP’s in the transitional justice processes. 

Expected results will include the following:

  1. Establish sustainable support groups of IDP’s, sensitize and prepared over 2000 victims to participate fully and meaningfully in the CTRH process. This may be conducted through dialogues, public meetings, drama, outreach awareness sessions, radio and other media engagement.
  1. Reach to over 10,000 victims’ of IDP’S with a message on truth, reconciliation and healing; seek their views and prepare them to participate meaningfully in the CTRH process.
  2. Create victims’ of IDP’s networks which shall include the active participation of disables and sexual violence survivors.
  3. Carry out trainings for over 50% of the victims’ of IDP’s about rights, leadership, advocacy skills and public speaking.
