Overview :

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to assess UNDP’s contribution to national development priorities and the effectiveness of its strategy. The purpose of an ICPE is to: i) support the development of the next UNDP Country Programme Document; and ii) strengthen UNDP’s accountability to national stakeholders and to the Executive Board.

The IEO will conduct the ICPE for UNDP country programme in Ukraine in 2021, covering the period of 2018-2022. Results of the evaluation are expected to feed into the preparation of a new programme starting from 2023.

The IEO is seeking a locally-/ regionally-based think tank, academic or research institution to support its data collection and analysis. The evaluation will examine the following four programmatic outcome areas as set forth in the UNDP country programme in Ukraine and the Government of Ukraine - United Nations Partnership Framework (UNPF). The national/ regional research institution will provide support to one or more of the outcome areas based on its expertise:

  1. Inclusive and effective democratic governance: Supports institutional and policy reforms that foster inclusive, gender-responsive, sustainable human development.
  2. Green economic development: Supports sustainable job creation, income generation and livelihood at national and subnational levels, improvement of the business environment.
  3. Environment and energy: Supports climate change adaptation and mitigation, energy efficiency, natural resource and waste management.
  4. Recovery and peacebuilding in eastern Ukraine: Supports sustainable economic recovery, local governance and building resilience of the communities in conflict affected aeas.
