Introduction :
Purpose and Objective of the Consultancy
conduct a comprehensive review of the 2011 national aid strategy
facilitate the development of a revised aid strategy through an inclusive, participatory and technically grounded process that considers international norms, model policies and good practice.

Duties and Responsibilities
Under the guidance of the Director General for Macroeconomic Planning and Aid Coordination at the Ministry of Finance and Planning (MoFP), the consultant will work with the Aid Coordination Unit (ACU) at the MoFP and relevant stakeholders to review and facilitate the development of a new strategy on aid coordination and management. The consultant will lead the process of reviewing the existing strategy and developing a revised one to respond to democratic principles, current context consistent with the peace, humanitarian and development nexus. This will include the following:

Conduct a desk review of the existing legal framework and relevant policies, legislation and regulations, including but not limited to the Aid Strategy for the Government of the Republic of South Sudan (2011), the Public Financial management and Accountability Act (PFMAA 2011), Revised National Development Strategy (R-NDS), fragility assessment, South Sudan Humanitarian Response Plan and other regulations;
Review key policy, strategy and other documents related to aid coordination and management including, donor reports 
Consult key stakeholders involved in the aid architecture in South Sudan, including international financial institutions, UN agencies and donors – Heads of Cooperation (HoCs) forum, Sector Working Groups (SWGs), etc;
Participate in person and remotely in technical sessions to discuss emerging policy issues and present the outcome of the strategy review and incorporate their feedback;
Draft a revised aid strategy based on the desk review of existing laws, literature and consultations ensuring it is inclusive, articulating the role of recipients, donors and implementing agencies, and outlining modes of disbursement and accountability
Present to, and facilitate a validation workshop to review the draft strategy with key stakeholders
Review input from the validation workshop, incorporate and submit final strategy document for approval;
Brief/ debrief the MoFP, PFM oversight Committee, HoCs and UN Country Team at the beginning and end of the assignment respectively.
