Introduction :
The purpose of this ToR is to engage a consultancy firm/institution to work under the guidance of UNDP to achieve the following results: 

1.   Leadership support: To communicate our work to a wider audience, HHG seeks to raise awareness of UNDP’s work on HIV and health and elevate priority issues for advocacy and policy on the international agenda through strategic communications support to senior management.


2.    UNDP Support to COVID-19 Vaccine Equity: As the UN’s lead development agency, UNDP is working with government, UN, civil society, and private sector partners to support national deployment and vaccination plans under the leadership of the World Health Organization (WHO) and the UN Children’s Fund (UNICEF)


3. UNDP - Global Fund Partnership: UNDP’s partnership with the Global Fund makes a powerful contribution to Agenda 2030 and the commitment to “leave no one behind”. UNDP partners with the Global Fund to support and strengthen national responses to HIV, tuberculosis, and malaria, supporting countries to implement large-scale health programmes, including reaching some of the most hard-to-reach populations, and strengthening institutions to deliver essential services in challenging and high-risk country contexts.


4.The Access and Delivery Partnership: a collaboration between UNDP, PATH, WHO and the Special Program for Research and Training in Tropical Diseases – aims to strengthen health systems in low- and middle-income countries and build the capacities, policies and institutions needed to deliver health innovations.


5. Uniting Efforts for Innovation, Access, and Delivery: Uniting Efforts for Innovation, Access and Delivery is a global platform launched by the Government of Japan, the UNDP-led Access, and Delivery Partnership (ADP) and the GHIT Fund – that aims to bring together and promote dialogue among key stakeholders to accelerate and improve the innovation, access and delivery of medicines, vaccines, diagnostics, and other health technologies for unmet health needs in low- and middle-income countries.

     6. Key global HIV and health policy opportunities: Support HHG to raise the profile of its priority issues and initiatives at key global events (CROI, World Health Summit, WHA, the International AIDS Conference), alongside key global policy meetings (e.g., HLM on UHC, HLM on TB, HLM on Pandemic Preparedness), and for key initiatives. Activities could include developing communications materials, video interviews, conducting a telebriefing, pitching media speaker briefing materials and onsite support, including videography and photography.

      7. UNDP-PEPFAR Partnership on 10-10-10 targets

The partnership aims to scale key population-led approaches to counter punitive and discriminatory laws and HIV-related criminalization in PEPFAR-supported countries.


8. Strategic Communication Support to the Executive Office

Provide strategic communications support to help raise the profile of UNDP and this vision on critical topics, through its senior leadership. This assignment will be clearly anchored in 2-3 priorities of UNDP’s Strategic and External Engagement Plan.
