Introduction :

UNDP and the European Union collaborate in improving public sector’s transparency, accountability, and responsiveness to citizens’ needs in Jordan.  The European Union awarded fund to the United Nations Development Programme (UNDP) to implement the programme “Decentralization, Accountability, and Integrity at Local Level Programme (DAILL) in Jordan”. A four-year initiative is currently supporting the decentralisation reforms and SDG16 “Peace, justice and strong institutions” implementation in the Kingdom, in line with the policy priorities of the Government of Jordan in the National Renaissance Plan.

The EIA shall be undertaken in two stages: Data collection and desk review of relevant documents collected by the consultant to define clear scope of priority risks to be studied, and then the EIA study for both projects’ sites. The data collection will support the identification of the issues in line with the UNDP SES and the standard EIA key considerations at the environmental and socio-economic levels the issues that need to be addressed in the EIA study, considering the specific context in which the project will be implemented.

The EIA shall be implemented in accordance with this ToR, UNDP SES in addition to the valid national regulations, UNDP Social and Environmental Standards (SES) and where applicable; the International Association for Impact Assessment (IAIA) guidelines, and any other international best practices proposed by the consultant and approved by the UNDP. A clear structure of the ESIA report and table of content shall be approved by UNDP and shall be in accordance with international best practices, with a clear reference to the selected guidelines for EIA report structure.
