Introduction :
United Nations Development Programme (UNDP) and the Government of the United States, Bureau of International Narcotics and Law Enforcement Affairs (INL) has signed a Letter of Agreement (LOA) to implement the project “Balochistan Police Training College Quetta (PTC-Q) Expansion to Increase Training Capacity”. The goal of the project is to Support the Balochistan Police’s goal of enhancing the capacity of police force through establishment of training institutions. The project involves following two key activities.   

 

Activity 2: Student Barrack A and Student Barrack B.

The implementation of the project has been initiated in mid of 2021. The construction of Student Barracks A and B is currently underway. Till date around 50% has been completed. However, the construction activity requires strict monitoring and compliance of UNDP’s construction standards. Therefore, UNDP is seeking services of qualified engineering firm to support the construction of student Barracks A and B in Police Training College Quetta.

Estimated cost of remaining works of two Student Barracks is PKR 550 Million.

A.      Objective of Consultancy

The objective of this consultancy is to supervise the day-to-day construction work of two Students Barracks A & B and associated external works at Police Training College Quetta in accordance with the UNDP, INL Pakistan and Police Force of Balochistan agreed parameters, and efficiently manage the project through assistance to UNDP such that envisaged each activity of the project is completed in agreed timeline, within budgeted cost frame and in full compliance with the UNDP guidelines. The objective is to ensure compliance to achieve agreed-upon project monitoring indicators in stipulated time frame.

B.      Activity and Scope of Work

Tasks are divided into following major steps

1.       Provision and management of supervisory staff at each construction site.

2.       Detail supervision of all construction activities, monitoring and reporting.

3.       Prepare and implement QA/QC plans for to ensure highest standard of construction is achieved as per design and specifications.

4.       Establishment and maintaining material testing lab for all necessary testing at field level including compressive tests for concrete, Bricks, FDT tests, gradation of aggregates etc.

5.       Preparation, and submission of daily progress report and equipment and manpower records to UNDP

6.       Preparation and presentation of construction drawings, design & cost estimates based on MSR/MES as required

7.       Facilitate contractor by providing guidance to comply with UNDP’s construction standards

8.       Provide Time schedule that shall illustrate the Service provider design stages. This is a graphic representation of the project activities, the time it takes to complete them, and the sequence in which they must be done.

9.       Preparation of any structural or other related drawings if needed apart from the existing drawings and designs.
