Introduction :
The Merged Areas Governance Project (MAGP) is a technical assistance project supporting the Government of Khyber Pakhtunkhwa (GoKP) in transforming the lives of the people of erstwhile FATA through integration with Khyber Pakhtunkhwa (KP), the extension of civilian governance institutions, and socio-economic development. MAGP seeks to identify opportunities for transformative development through innovative approaches that effectively respond to the complexity of the context. The GoKP is committed to an unprecedented programme of accelerated development through 2030 to create opportunities for the people of the MAs and provide services at par with the rest of the country while consolidating stability. To support this process, MAGP works hand in hand with the GoKP across multiple functional areas, with a focus on data-driven and evidence-based decision-making. Through one of its initiatives known as the Special Emphasis Programmes (SEPs), it seeks to fulfill key data gaps in the MAs moving away from conventional and repetitive development approaches to introduce new high-impact, locally contextualized initiatives based on experimentation and evidence-based program design. MAGP is currently in varying stages of implementing eight SEPs with GoKP, approved under the Accelerated Implementation Programme (I). To that end, it requires a survey firm to collect valid and reliable data based on approved instruments related to ongoing interventions in the areas of education, health, women’s entrepreneurship, and skills development.
The survey firm will collect and document accurate and reliable field-level data from identified respondents (including quality assurance) for MAGP’s various SEP interventions in line with the pre-determined objectives, outlined below. These surveys seek to achieve the following objectives:
- Midline and endline surveys on skill development identify and track the impact of the SEP’s skills development interventions (classroom and on-the-job training) on different stakeholders at various points of the intervention.
- Endline survey on education assesses the impact of automated nudging (part of the intervention) on parental perceptions of the importance of schooling, students’ earning potential, and overall trust in government institutions.
- Midline and endline surveys on health assess the efficacy of integrated awareness raising and regular tracking of expectant mothers (conducted through a specialized app) on their overall maternal health and institutional delivery rates, at various points of the intervention.
Midline and endline surveys on women’s entrepreneurship assess the impact of the ongoing interventions (including market-oriented skills training and community mobilization) on women’s economic and livelihood outcomes in the MAs.
