UNDP is supporting the Ministry of Industry and Trade (MINDCOM) through an official request to operationalize key elements of PROFIR which will lead to the development of a regulatory and legislative framework to guide and attract important investments in rural industrial development and value chains. To attain economic diversification, Angola will have to accelerate the growth of its industrial sector. Creating an enabling environment for private sector-led industrial development and a business environment capable of attracting local and foreign investments is key for the sector growth and development. It is in view of the foregoing that qualified consultancy or joint venture firms are invited to review the attached Terms of Reference and submit their offers within the established deadline.
Scope The prospective contractors are expected to work with UNDP Angola Country Office, Ministry of Industry and Trade, and the Angola Institute of Industrial Development and Technological Innovation (IDIIA), key government sectors and other partners to design a legal and policy framework for development of rural industrial parks (PIRs) in Angola. For this reason, UNDP is looking for specialized company or consortia with experience in design legal frameworks and policies instruments in industrial development in Africa, mainly in contexts and/or facing challenges similar to those in Angola. The purpose of the consultancy is to provide targeted advice and identify priority reforms for the government of Angola to improve the legal environment for business, tailored to the particular priorities of the rural industrial development.
