Country: Bosnia and Herzegovina Description of the Assignment: The incumbent will be responsible, within a given timeframe of 25 working days, to provide support to UNDP Project Staff in terms of conducting an initial assessment of digital solutions and IT capacities in Brcko Dictrict Police, 10 cantonal ministries of interior/police directorates (Uprave policije) and Republika Srpska Ministry of Interior in terms of identifying existing digital capacities and identifying needs for new capacities to support the implementation of respective laws on weapons and ammunition/laws on acquiring, keeping and carrying weapons and ammunition which are currently in different phases of harmonization with the EU standards and best practices. The incumbent will therefore be responsible to: 1. Develop an appropriate methodology and desk review ahead of meetings with representatives of Brcko District Police, RS Ministry of Interior and 10 cantonal ministries of interior and any other relevant institution. 2. Conduct meetings with representatives of Brcko Dictrict Police, RS Ministry of Interior and 10 cantonal ministries of interior, analyze their digital capabilities vis-à-vis SALW, including: a. State of current IT capacities for maintaining electronic databases pertinent to SALW; b. Existence of SALW-related databases or digital tools, if any (such as legally registered SALW and their licence holders); c. Identify technical requirements for the appropriate IT/software solutions needed for introducing digital solutions relevant to respective laws. 3. Conduct needs assessment for each ministry of interior/police directorate with respect to digitalization processes and propose concrete steps to improve digital capacities or introduce new digital solutions pertinent to SALW-related issues. Considering the number of law enforcement agencies in Bosnia and Herzegovina as well as different level of development of IT capacities in those agencies, including those related to SALW, it is necessary to conduct an in-depth assessment of existing capacities. This assessment will establish technical needs and requirements for further interventions, including building IT infrastructure to support firearms focal point and needs deriving from the implementation of the newly adopted laws on weapons.
