Introduction

 Conduct Final evaluation of the EDRR Project 

The “Expanded support for Durable Resettlement and Reintegration in Sri Lanka (EDRR project)” has been implemented to address persistent issues faced by conflict-affected communities in Sri Lanka’s Northern and Eastern provinces. Since the civil conflict ended in 2009, efforts have been ongoing to facilitate the resettlement and reintegration of internally displaced persons (IDPs), refugee returnees, and other vulnerable groups. Despite the progress made under resettlement-related programming in the past and notable gains achieved through the Joint Programme for Peace (JPP) from 2019 to 2022, remaining challenges include economic constraints, limited access to livelihood opportunities, and difficulties in reclaiming civil and legal documents, land rights and achieving social integration. To address these challenges, the International Organization for Migration (IOM) & United Nations Development Programme (UNDP) are jointly implementing the EDRR project from 1 March 2023-31 March 2025.

 The EDRR project aims to support conflict-affected people in Northern and Eastern provinces of Sri Lanka. The project is funded by the UN SDG MPTF Fund. The main target beneficiaries include internally displaced persons (IDPs) and refugee returnees, with special consideration to women-headed households, ex-combatants, youth, community-based organizations (CBOs)/rural development societies, and the local level government structures.


 Objective;

The purposes of the final evaluation are both for accountability to development partners, the government, beneficiaries and other stakeholders; and for learning among all stakeholders, including the UN Resident Coordinator’s office IOM and UNDP. Additionally, the evaluation would serve as a means to identify key successes as well as gaps to be addressed in the future. The findings will contribute to improving joint programming and similar interventions in the future.
