National Consultant - Technical Specialist for 7th NR

Description of the Assignment:  

The 7NR is a required report for all Parties to the CBD, in this case due in February 2026. The CBD has provided a specific online reporting format for the report.  This report covers both the Aichi Targets (to 2011-2020) and any subsequent work under the revised NBSAP (2023).  The report will use the indicators as noted in the 2015-2025 NBSAP and where applicable, and could also involve using the series of indicators provided for each of the 23 GBF targets (headline, component and complementary – not all of which are required).  Overall, the report will comprise the specified sections (see immediately below) and comply with the directions provided by the CBD in Decisions 15/5 and 15/6 (and any recent updates to their NBSAP webpage), including the use of the template provided, as well as the online tools. 

The national consultant will provide support to an international consultant, who is responsible for drafting the 7NR, by facilitating development of the report through meetings and data collection.  Much of the information in the report will come from the stakeholders and partners, and the national consultant will assist in the data collection, assisting to facilitate local access to the required data providers, and by collecting necessary information that will enable the preparation of the 7th National Report.

 To achieve the stated objectives, the consultant shall provide the following: 

1. Being fully available during the time periods during which the international consultant is on mission in Lao and assist with local meetings with stakeholders as required and provide translation into English during such meetings as required.

2. Assisting in the collection of data to be used in the report especially in the case of documents written in Lao, as directed by the international consultant, and assist in the interpretation of the data into English as required.

3.  Assisting in logistical arrangements for the inception and validation meetings.

4. Maintaining notes on questions asked and answers during the two required meetings (inception and validation).

 

All outputs and documents where applicable to be submitted in electronic form (soft copy) with approved formats compatible with Microsoft Office and Adobe Image and other files in approved formats. 


Period of assignment/services: 50 working days.
