Introduction
Sri Lanka is at a crucial stage in its governance and development journey, following an economic crisis that underscored the need for greater transparency, accountability, and public engagement in decision-making processes. The crisis has prompted increased civic activism, with citizens demanding stronger oversight mechanisms and more inclusive governance structures.
In response, the government has prioritized public sector efficiency, institutional integrity, and social cohesion, recognizing the need to rebuild trust between the state and citizens. However, limited public participation in governance, lack of structured civic engagement mechanisms, and gaps in institutional accountability continue to pose challenges to sustained democratic governance and equitable development.
The objective of this assignment is to empower 125 youth in the Eastern province to become and act as community peace-builders and leaders whilst creatively responding to issues such as the spread of hate speech and disinformation, communal tensions and engage in policy and advocacy efforts for promoting social cohesion and stability in their province.
The engagement will ensure their participation and voice in local development processes, and their ability to mainstream the global Youth, Peace, and Security (YPS) agenda in the Eastern Province of Sri Lanka. This will entail conducting inclusive dialogues, training, networking, team building targeting their skills and personal development followed by creation of a mentorship program with the participation of local state decision makers.
