Introduction

UNDP Bhutan is seeking proposals from the National (Bhutanese) Consulting Firms for the Development of a Gender-Responsive Monitoring & Evaluation (M&E) Framework for Safe and Livable Urban Centers in Bhutan. For more details, you are encouraged to review the ToR attached.

Please find below a brief scope and objectives of the assignment.

The overall objective of the consultancy is to develop a Gender-Responsive Monitoring and Evaluation (M&E) Framework that will guide Thromdes and local governments in tracking the compliance and impact of urban infrastructure and development projects toward being safe, inclusive, accessible, and resilient. Specifically, the assignment aims to:
I. Establish a coherent results chain for safe, inclusive, and resilient urban development that links inputs, outputs, outcomes, and impacts to national priorities and global commitments (GNH, SDGs, Sendai Framework, NGEP and relevant policies).
II. Define a practical and measurable indicator set that measures effectiveness and efficiency of the urban development plans to capture access, quality, safety, usage, and satisfaction of urban services. These data are to be disaggregated by sex, age, disability, and income, to support evidence-based planning and decision-making.
III. Integrate resilience and universal accessibility metrics into core urban sectors including land and housing, mobility, public spaces, WASH, solid waste management, and public facilities, ensuring that these dimensions are mainstreamed in monitoring and reporting systems.
IV. Institutionalize participatory and inclusive monitoring methods such as safety and accessibility audits, user journey mapping, citizen scorecards, and periodic perception surveys to generate qualitative and quantitative data that reflect diverse lived experiences.
V. Clarify institutional roles, reporting cycles, and data governance mechanisms to enable Thromdes and relevant agencies to systematically collect, analyze, and compare performance over time and across cities.
VI. Strengthen institutional capacity and create practical tools to operationalize the M&E framework across Thromdes and emerging towns.

Scope of the assignment.

The preparation of the gender-responsive Monitoring and Evaluation (M&E) framework shall be undertaken with due consideration of the broader policy and regulatory landscape in Bhutan. The framework should harmonize with existing overarching policies, strategies, regulations, bylaws, and guidelines, ensuring coherence and alignment with national priorities and international commitments. The framework should not contradict, duplicate, or undermine existing frameworks but instead complement and strengthen them, providing added value through a gender-responsive lens. Where gaps or inconsistencies are identified, the framework should propose practical measures to bridge these while respecting institutional mandates and existing governance structures.
