Procurement of Carbon Credits for UNDP (Lot-Based Purchase Volumes)

ANNEX 1: SCHEDULE OF REQUIREMENTS

Technical Specifications for Goods:

UNDP is seeking to procure VERs (Voluntary Emission Reductions) from Gold Standard Certified Projects with the following criteria applying:

This solicitation is divided into two (2) lots as follows:

  • Lot 1: 27,324 VERs (Voluntary Emission Reductions)
  • Lot 2: 83,027 VERs (Voluntary Emission Reductions)

Bidders may submit proposals for one or both lots.
UNDP will award one of the two lots, subject to funding availability
Each lot will be evaluated independently, and UNDP reserves the right to cancel the lot not selected for award.

 

  • Credits should be supplied by projects registered no earlier than 2021 in the Gold Standard impact registry and should not be CDM transition projects

 

  • Credits from the following project types are ineligible for this procurement process:

1.      HFC or other industrial gas destruction projects with no additional benefits apart from reducing GHG emissions;

2.      Carbon capture and storage, geoengineering, 

3.      Large hydro power projects (20 MW generation capacity or above);

4.      Projects based on fossil fuel energy generation (including related efficiencies). 

5.      Avoided deforestation, afforestation and reforestation activities.

6.      Planned Emission Reductions (PERs)

7.      Units issued from micro-scale activities where an accredited entity has not carried out validation and verification


  • Credits generated by cookstove projects have to meet the following criteria:

1.      The fraction of non-renewable biomass (“fNRB”) must be derived using the modeling fuelwood savings scenario (MoFuSS) model OR the Clean Development Mechanism default of 0.3 may be applied for a limited period** AND

2.      Fuel consumption must be determined either by using a Kitchen Performance Test (KPT) or Controlled Cooking Test (CCT) OR using methodology default values with cross checks on fuel savings, AND

3.      For projects that use charcoal, a direct charcoal emission factor (which may include production emissions) or a wood to charcoal conversion factor of four to one is used.


  • Vintage Requirement:

1.      Valid vintage years: 2021–2025.

2.      Suppliers must indicate the exact vintage year(s) of credits offered.

·        Supplier Eligibility Requirements:

1.      Be authorized account holders/traders in the Gold Standard Registry

2.      Have the legal right to transfer and retire the credits offered

3.      Provide proof of credit availability

·        Documentation Required from Bidders. Each bid must include the following:

1.      Project information

Project name

Gold Standard ID

Project type and location

Methodology used

Registration date in the GS registry

2.      Credit information

Vintage year(s)

Registry screenshot confirming availability (serial numbers may be masked)

3.      Technical compliance statement

Signed declaration confirming compliance with all eligibility criteria

4.      Delivery confirmation

Statement confirming ability to retire credits within 2 weeks of award

Other requirements: 

The supplier/trader must ensure that the credits purchased by UNDP are available and will be canceled and retired from circulation within 2 weeks from the date of signing the contract. Proof of cancellation / evidence, a screen shot of a Registry confirming the credits cancellation and link to the transaction on behalf of UNDP shall be provided. The selected supplier will provide an official offsetting certificate stating the amount and vintage of credits purchased and the originating projects.
