Introduction
The consulting firm will assess the potential of biofuels across the transport sector through the following components:
Component 1: Technology Review
Analyse existing and emerging biofuel technologies (ethanol, biodiesel, renewable diesel, biomethane) and map local feedstocks and production capacities.
Component 2: GHG and Air-Quality Impact
Estimate lifecycle GHG reductions and improvements in air quality relative to conventional fuels.
Component 3: Infrastructure and Cost Analysis
Assess blending, transport, and storage infrastructure requirements and estimate indicative capital and operating costs.
Component 4: Regulatory and Policy Review
Evaluate national and provincial frameworks, blending mandates, and standards; identify policy, fiscal, and institutional gaps.
Component 5: Socio-Economic Assessment
Assess employment potential, local value addition, and risks such as food-fuel trade-offs; identify public-private partnership opportunities.
Component 6: Stakeholder Engagement
Facilitate one hybrid stakeholder consultation workshop hosted by DoT to validate findings, exchange lessons, and strengthen inter-agency coordination.
