Introduction

This Prequalification is launched to complete an assessment of the eligibility, qualification, technical and other capabilities of organizations. Upon completion of the prequalification evaluation, UNCDF will include the prequalified organizations in a roster of prequalified Offerors for next three years 2026-2028. For future procurement opportunities related to training and capacity-building services within the Thematic Areas covered by this prequalification, only prequalified providers from the roster will be invited to submit proposals in response to upcoming Requests for Proposal (RFPs) or, where applicable and proportional to the scope, such as for off-the-shelf, self-paced online learning, Requests for Quotation (RFQs), UNCDF the right to undertake open competition for training needs that fall outside the prequalified Thematic Areas or require specialized expertise not represented in the roster.

 Interested companies/firms must submit their offer directly in the system as instructed in the solicitation document, and following the instructions in the available user guide (https://undp.service-now.com/kb_view.do?sysparm_article=KB0014104) .  Search for the specific tender using search filters and subscribe to the tender in order to get notifications in case of amendments of the tender document. If you need support with the online system, you can contact the contact details of this Expression of Interest as indicated in the solicitation document.

 All applicants that wish to participate in the process are requested to submit all the required documentation through Quantum against a tender UNCDF-00510 not later than the date and time indicated in Quantum portal.

 Applications not submitted via Quantum will not be considered.

 At any time prior to the deadline for submission of Prequalification applications, UNCDF may, for any reason, whether at its own initiative or in response to a clarification requested by Applicants, modify the EOI and its attachments by amendment, including through provision of supplementary information. The amendment will be posted in Quantum Negotiation. 

Pre-Application meeting

UNCDF will organize a virtual meeting to address applicants Q&A and to provide a better understanding of the requirement to allow applicants to come up with responsive applications.

The Pre-Application Conference with interested Applicants will be held.

Interested applicants may register for Pre-Application Conference through Quantum system using the messaging feature or express their interest to take part in pre-application conference by sending “Email Notification” to uncdf.procurement@uncdf.org, with reference to the EOI to Prequalify in the subject, name of the company, names and titles of the representatives including contact details in the body of e-mail. 

Representatives of all interested Applicants are invited to attend the pre-application conference.

Minutes of the Pre-application conference will be disseminated by posting in Quantum to respective Negotiation (tender) ID.

Please note that this EOI is not to be construed in any way as an offer to contract with your organization. This EOI to pre-qualify does not entail any commitment on the part of UNCDF, either financial or otherwise. UNCDF reserves the right to accept or reject any or all submission without incurring any obligation to inform the affected applicant/s of the acceptance/rejection grounds. The actual contract award process will follow the tendering/bid process among pre-qualified Applicants only and the contract will be awarded to the most responsive bidder.
