Introduction

The assignment aims to strengthen the Development Bank of Kiribati (DBK) as a digitally enabled, climate-inclusive financial intermediary to improve access to finance for MSMEs and women-led enterprises. Key actions include:

  1. Institutional & Digital Capacity Building: Assess DBK’s governance, policies, risk management, and digital readiness; develop a roadmap for gender-sensitive, scalable financial services.
  2. Capital Support Framework: Design mechanisms such as concessional finance, risk-sharing, and guarantees to expand climate-resilient credit, integrating digital solutions for priority sectors like aquaculture, seaweed farming, and renewable energy.
  3. Activities: Conduct baseline institutional and MSME credit assessments, review digital systems and staff capabilities, create a phased capacity-building plan, and estimate capital needs for sustainable MSME financing.
