Introduction
SCOPE OF TENDER: The Consultancy firm will include the following tasks:
• Review of existing documentation, systems, and processes related to the current eParliament initiative.
• Conduct stakeholder consultations with both chambers of Parliament, RISA, and other relevant institutions.
• Institutional readiness assessment, including governance, human resources, and policy frameworks.
• Benchmarking of e-Parliament solutions and digital legislative systems from comparable jurisdictions.
• Identification of technology, infrastructure, and capacity gaps, with a great emphasis on AI adoption.
• Development of the proposed system architecture, high-level design, including modules, integration points, and security framework.
• Preparation of updated terms of reference for the future e-Parliament System, cost estimation and an implementation roadmap
• Assess and design the revamping of the Parliament and Senate websites, ensuring they:
o Align with the new e-Parliament system's technical framework.
o Comply with international standards on accessibility (WCAG 2.1), multilingual support, and cybersecurity.
o Offer improved user experience, information architecture, and citizen engagement features; and
• Prepare an implementation roadmap outlining phases, timelines, resource requirements, and sustainability considerations.
• Facilitate validation workshops with Parliament, RISA, and UNDP to review and finalize all deliverables.
