Dear Candidate,


The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) will conduct an Independent Country Programme Evaluation in Paraguay 2023 and is seeking for an evaluation consultant  in the field of Environment and Climate Change. Typically completed in the penultimate year of a programme cycle, this evaluation is expected to inform the new country program. In addition to providing evaluative evidence of UNDP's contribution to the country's development priorities. The purpose of an ICPE is to:


Support the development of the next UNDP Country Programme Document (CPD).


  • Strengthen the accountability of UNDP to national stakeholders
  • Strengthen the accountability of UNDP to the Executive Board
  • Contribute to lessons learning in UNDP


From February through December 2023, IEO will conduct the ICPE of the UNDP country programme in Paraguay (2020 - 2024). Results of the evaluation are expected to feed into the preparation of a new programme starting in 2025. IEO is seeking international and/or national evaluation consultants for the assessment of outcome areas, as defined in the Country Programme.


The IEO seeks an evaluation consultant to provide technical expertise and knowledge on the assigned thematic areas and national/regional context. In addition, the consultant will also cover strategic and operational issues related to the assigned thematic area such as gender, leaving no one behind, partnerships, etc.
