Description of the Assignment:  This Consultancy will take place under the project’s expenditure management component that aims to improve how local governments (LGs) manage their resources. In particular, the purpose of the Consultancy is to monitor and oversee the implementation of recommendations and cost-efficiency measures provided in the financial reviews, adopted by partner LGs through the framework of the PIPLS project.

 

In this regard, two (2) local Municipal Expenditure Monitoring Consultants (hereinafter: the Consultants) will be engaged to work as a team.

 

a)       Background Information

The Consultancy will follow on the heels of comprehensive review processes carried out during 2021 in all partner LGs by a team of senior consultants. The findings of the review processes, focusing largely on resource management practices, have been translated into practical action plans that LGs were expected to adhere to during 2022 and 2023. The review has been undertaken across 15 LGs grouped together in 2 geographic clusters: 

 

·        Cluster 1: (Novo Sarajevo, Han Pijesak, Jablanica, Trebinje, Tuzla, Živinice and Lukavac)

·        Cluster 2: (Banja Luka, Teslić, Tešanj, Gradiška, Prijedor, Novi Grad, Orašje and Odžak)

 

Consultant will be responsible for monitoring and overseeing the implementation of recommendations for Cluster 1. However, the Consultants will work as a team, exchanging information and providing feedback to each other. 

The Consultant will be provided with the original review reports; action plans agreed upon with local authorities; monitoring reports for 2022 and the monitoring tool he/she will be expected to use.  

Period of assignment/services: April 2023 – December 2023 (up to 21 days for Cluster 1)
