Introduction :
Awareness Raising Campaign on Selected Laws and Policies in Sri Lanka

This campaign has two components. 

1. Development of 30 second advertisements in Sinhala and Tamil (for both TV and Radio) on the services provided by Legal Aid Commission.
The provision of legal aid to disadvantaged communities that cannot afford legal representation has been recognized by the courts of Sri Lanka as a vital element of upholding the rule of law as well as a citizen’s fair trial rights. Absent these protections, citizens who are in disadvantaged positions would be left with no recourse or means to obtain justice. As a developing nation, hard hit by a prolonged civil war, the COVID-19 pandemic and the current economic crisis, legal aid is an indispensable element of the country. 

Legal aid services have been provided by certain statutory institutions, chief among them being the Legal Aid Commission, under the Legal Aid Law No. 27 of 1978, along with other incorporated bodies. Even though this service is available, citizens are unaware of its existence. This initiative is to find a company that will develop a 30 second TV advertisement in Sinhala and Tamil, and a 30 second radio advertisement in Sinhala and Tamil, showcasing the services of the Legal Aid Commission.

2. Obtaining slots for TV and radio awareness program (interview/ chat shows) at stations with wide viewership/followers
Awareness of the public on their rights, entitlements and legal protections available is a crucial component in improving access to justice. There is lack of awareness on their rights and entitlements. Currently there has been a keen interest from the public about rights, entitlements and legal protections available to them. 
UNDP is able to engage experts on different thematic areas pertaining to rights, entitlements and legal protections in discussions and forums so that public is made aware of these areas of the law. The service provider is expected to obtain interview/ chat show slots in TV and Radio channels in each local language in programs that are most suitable for such discussions
