Introduction :

The Consultancy is planned within the Project for Improving Performance of Local Services (PIPLS) in Bosnia and Herzegovina. The project is primarily funded by the Sweden and co-funded and implemented by the United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BiH). As part of the UNDP BiH’s Good Governance Sector’s portfolio, the PIPLS project delivers targeted technical assistance to partner local authorities in improving their financial and asset management practices, as well as providing co-financing for the implementation of critical service delivery priorities.   

 

The purpose of this assignment is to provide technical assistance, support and guidance to the PIPLS Project team and contribute to the successful implementation of the PIPLS Project component related to the enhancement of internal controls.

The Internal Financial Controls Quality Assurance Expert (hereinafter: the Expert) is expected to provide guidance to UNDP Project team and the selected Service Provider as well as independent quality assurance in the process of implementing the Project activity geared towards creating the preconditions for a comprehensive overhaul of the internal control environment in participating local governments[1] and two cantons, Tuzla and Posavina, in order to enable greater accountability and transparency in the management of public finances.
