Introduction : Country:    Angola 

Description of the Assignment:  The main objective of the consultancy is to support the skills of local governments that can contribute to access to clean and affordable energy for residents, especially for the most vulnerable populations. In this sense, the training to be administered will have two components: 1) Basic knowledge about Renewable Energies; and 2) Strengthening the capacity of the local government in good practices applicable to the installation of [renewable] energy supply and distribution systems in force, licensing of facilities, supervision and inspection of energy services, and management of energy infrastructures, within the scope of the competences transferred from central bodies to municipal authorities. Therefore, the main competence of the Energy and Water Directorates of the Municipal Administrations, of the Presidential Decree 20/18, which will be promoted, will be to “Implement renewable energies (generator groups, wind and solar panels), in coordination with the provincial and central structures.” In addition, local governments are expected to acquire knowledge in terms of environmental protection, energy efficiency and rationed use
