Overview :

BACKGROUND

As the global spotlight has turned more sharply over the last decade on the persistence of violence against women and girls, including of Sexual and Gender Based Violence (SGBV), the need for more and better data to inform evidence-based programming in order to address this human rights violation has escalated. Information and sound data can be collected on a subject that, though present and often pervasive in most societies and cultures, is sensitive and often hidden. Taking into consideration the prevalence of sexual and gender based violence cases in the country, coupled with its underreporting, the Transitional Justice and Human Rights Project Management Unit (TJHR PMU) with support from the Government of Ireland is implementing a Project to support the participation of victims of SGBV in the Truth Reconciliation and Reparations Commission (TRRC) process). One of the key components of the Project is to address social and cultural factors that discourage victims from reporting cases of SGBV to the TRRC. The TRRC was established in 2017 to examine human rights violations that occurred during the regime of former President Jammeh and as part of its work has held thematic hearing on Sexual and Gender Based Violations that transpired during that period.

Recognizing the importance of statistics to address SGBV especially with advocacy efforts, the TJHR PMU under this Project is supporting the Network against Gender Based Violence (NGBV) to develop a computer database system for effective storage of reported SGBV cases. NGBV is a non-governmental organization established in April 2009, its membership is comprised of key government institutions, Non-Governmental Organisations, and Civil Society Organisations non-governmental organisations and civil society organisations involved in addressing SGBV. NGBV assists partners by bringing them together to maximize interventions aimed at eradicating SGBV while also providing survivors of such violations with necessary care and support to enable them recover fully.  Relaying on data provided by partners such as the One Stop Center, Police, Ministry of Justice, Department of Social Welfare and Female Lawyers Association Gambia on reported cases of SGBV cases, since 2014 the NGBV has been generating annual data on the number of SGBV in the country. This data is currently the only reliable source of information collected at national level on SGBV in the country and the Government in its periodic reports to international human rights mechanisms, to inform policies and programmes amongst others, has used it.

Objective of the Consultancy

  • To create a secure, user-friendly digital platform that allows for the easy capture of data, query of information gathered, and the ability to produce reports as required;

  • To provide encrypted information with the aid of a coding system that is user friendly, secure, confidential and durable.

Academic Qualifications:

  • University Degree (Computer Science, Database Development, Information and Technology, or other related fields).

Experience:

  • Five years of experience in managing upkeep of database system, in designing, developing and implementation of Information Systems.   

  • Experience with UN Agencies and/or strong understanding of UN system, frameworks and structures particularly in programming
  • Experience in web-enabled MIS development of comparable projects.

  • Knowledge and experience in web-integration service and data replication technology.

  • The lead consultant should be able to provide a list of five similar assignments within the last 3 years (provide list of active MIS).

  • Good presentation skills and ability to design and deliver capacity-building activities.

  • Prior experience developing web database for a human rights institution would be an advantage.
