A. Project Title

Retrofitting of IT Enabled Post Disaster Needs Assessment (iPDNA) for COVID 19

B. Project Description and Objectives   

The UNDP Country Office in the Philippines has initiated the development of IT-enabled post-disaster needs assessment tool or iPDNA, post-Haiyan, to facilitate faster data collection of losses and damages, and to provide timely and evidence-based formulation of recovery plans. This supports the National Disaster Risk Reduction and Management Council (NDRRMC) who is mandated by law to undertake PDNA following declaration of calamity. This process is a crucial segment of allocation of public sector budgets for local government units (LGUs) and government departments for their recovery plans. The iPDNA tool or digital application is currently based on a national guideline and was adapted from the earlier version of global PDNA Guidance Notes  , albeit leaning towards disasters. Beta version was tested/deployed in real conditions in the aftermath of typhoons Ompong [Mangkhut] in September 2018 in Baguio City, Tisoy [Kammuri] in December 2019 in Albay province and the Taal Volcano eruption in January 2020. Lessons learned included its useful application- which also recently incorporates the use of satellite imagery provided with support from UNDP and UNOSAT. 

However, because the data elements are at sectoral level, there are challenges with inadequate granularity of data at the community and household levels- which are crucial for local governments particularly for prioritizing and targeting the most vulnerable. More so, as the CO is piloting an innovative digitally enabled assessment and cash transfer through some of its other projects, it becomes imperative to retrofit the iPDNA- both for software and granularity of data elements.  

As the consequence of COVID 19 pandemic worsened, digital solutions becomes an immediate imperative for community coping and institutional crisis response. Thus, there is an opportunity to “retrofit” in accelerated and urgent way the current iPDNA application.. This will be done through UNDP CO’s vision for a digital transformative strategy through the ‘PintigLab’– which is an ongoing effort to support a data warehouse of the government. PintigLab will enable various data and information coming from different sources to be analyzed at the data warehouse to produce timely and fit for purpose analytics that will be useful for decision making. Developed as a response to COVID, the lab is envisioned to serve long term needs of the government and other stakeholders. 

For the purpose of this assignment, the retrofitting of the iPDNA shall be developed to create a datamart within the PintigLab that will serve the purpose of collecting, storing and analyzing baseline data on hazard exposure, and assess damages and losses from disasters, including pandemics where loss assessment is the primary focus. It will also include temporal and geospatial functions that are important for analysis of changes of rapidly changing scenario/situations and local context especially since COVID brings lots of uncertainty. It is envisioned that the immediate application of this would be to conduct the PDNA to support the Philippine government, through the Office of Civil Defense (OCD) and the Interagency Task Force – to formulate a comprehensive post pandemic recovery framework and plan. 

 

Description of Responsibilities:

C. Scope of Work of the Required Services

The objective of this engagement is to retrofit immediately the existing iPDNA application and software with enhanced functionality necessary for assessment required in the Global Methodology for PDNA  combined with the additional data elements based on adaptation for COVID. The retrofit is intended to become an integral part of the data warehouse architecture of PintigLab .

 This includes the following tasks:

• Based on the global methodology (including COVID) data matrix- update/add the data elements, their definitions, identifiers, indicators, attributes and allowable value.

• Update the software using the details of the revised data matrix.

• Apply and update the software/programming interface between iPDNA and other disaster preparedness data gathering tools such as DevLIVE and DevLIVE+

• Update the programming interface such that the rapid humanitarian needs assessment is enabled within the application.

• Apply and update interface and latency of retrieving data from other existing official data sources and assessments such as COVID mapping, household level socio economic impact assessments, MSMEs survey, gender (SADD) and other disaggregated data.

• Apply and update interface for integration of satellite imagery and other geospatial information from existing geospatial risk maps.

• Apply and update latency of calculation, analytics and visualization in web-based display format.

• Enhanced functions will be operational in cloud  that can offer remote access to file storage, storing, retrieving and simple use of web enabled interface in visualization of assessment reports. 

 

D.        Expected Outputs and Deliverables

The Consultant is expected to submit outputs as detailed in the table below. Each payment shall be made after the receipt of approved outputs and an accomplishment report. Below are the required deliverables from the consultant:

E.         Institutional Arrangement

For the duration of the contract, the Consultant shall work in close coordination with UNDP, specifically the Climate Action Team, and the BRH. Furthermore, the Consultant will work closely with UNDP’s inhouse experts on PDNA and Recovery as well as from other UN sectoral agencies including UNOSAT.

The cost of the contract shall cover services rendered only, travel costs and costs to be incurred during training will be covered by the project.

 

F.         Duration of the Work

To undertake the tasks and deliver the expected outputs, the consultant shall be engaged for a period of 60 working days spread over three (3) months. Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is June 2020 and the expected completion date is 31 August 2020.

Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the Individual consultant shall be done within the guidelines and protocols set by the local and national government.

During the entire duration of the quarantine, this consultancy shall be performed remotely and will be a home-based assignment. The Consultant is expected to have his/her own equipment, office space, and internet connectivity. The Consultant shall not engage in any meetings or activities outside their homes. Coordination/meetings shall be done through phone or online communication until such time that the quarantine is lifted.

UNDP and the Consultant shall assess, once the quarantine protocols are lifted or modified, if it is safe and necessary to have in-person meetings and collaboration. Any travel or field work must be cleared by Outcome Lead and Senior Management prior to travel.

 

G.        Duty Station
The position is Manila-based for accessibility and availability to allow for discussions/reporting on progress of activities as may be required by UNDP.
The Consultant will not be required to report to office regularly but status report on the outputs shall be expected from time to time. 

 

H.          Scope of Price Proposal and Schedule of Payments
This is a lump-sum and all-inclusive approach.  The consultant shall be paid all-inclusive to cover for the actual professional services rendered except for food, accommodation and allowances during travels that will be shouldered by UNDP Project.
The contract price is fixed regardless of changes in cost components.

  • Operates in Android devices, Ice Cream Sandwich (API Level 14) and up, in desktop computers
  • Import base maps (i.e. google maps, etc)

3. Financial Proposal. that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
