Overview : Project Description The required service relates to Component 1 (Policy and Planning) of the DREAMS project. The output is a well packaged “National Renewable Energy Plan (NREP) 2020-2040” that will be shared to the public via the most appropriate consultation process prior to finalization. The NREP 2020-2040 will contain an assessment of the NREP 2011-2030 and a strategic RE road map that will encourage and guide the industry players to contribute to the attainment of the 20,000 MW target of the Philippine RE sector by 2020. The goal of the DREAMS project is contribute to the reduction of GHG emissions from the power sector by at least 205,181 tonnes of CO2eq.The objective is to promote and facilitate the commercialization of the renewable energy (RE) markets through the removal of barriers to increase investments in RE based power generation project. The components of the project are presented below: DREAMS has 4 components Components | Outcomes | a. Stakeholders for the Project The project is being implemented by the Department of Energy (DOE). DOE assumes over-all responsibility for the achievement of project results. The Project is co-financed with funding from the GEF. UNDP acts as the GEF Executing Agency. All components of the Project are being implemented by the Renewable Energy Management Bureau (REMB). A Project Support Group (PSG) composed of technical staff/specialists from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation. A Project Steering Committee has been established to serve as a policy and decision-making body for the project implementation.[1] A Project Management Unit (PMU) is based at the DOE Compound. The PMU is headed by a National Project Director (NPD) who is also the Director of the REMB. A Project Manager and support staff oversees the day to day operations of the DREAMS PMU. The PMU is located at the office of the DOE in Taguig, Metro Manila. Scope of Work of the required services The IC will work on two related but separate draft documents namely the NREP 2011-2030 Assessment Report and the Draft NREP 2020-2040.[2] Based on the approved outline, the IC shall integrate and package both documents into one single document that will be the NREP 2020-2040. The NREP 2011-2030 Assessment Report identified the gaps and challenges faced by NREP 2011-2030;while the draft NREP 2020-2040 describes the capacities that need to be deployed, the implementing mechanisms to support the growth of the RE industry, and the strategic work plans of the different divisions of the REMB. Both documents were prepared by the REMB-DOE through the DREAMS Project. The contents of the published report must be presented and packaged in a style and form that would be suited for technical and non-technical readers, and particularly to executives and management officers of RE industry participants, and other organizations in the power industry. Infographics, illustrations and photographs (if needed), shall be used in preparing the report. The report, when finalized, may be printed and made available online as an information, education, and campaign material (IEC) for the implementation of the RE Law and Philippine Energy Plan. In the process of integration and packaging, the IC shall be expected to: - Exercise diligence by cross-validating the data and information that are presented in both reports. Discrepancies shall be identified and referred to the technical staff or other resource persons from the REMB. The IC is not expected to gather information but will focus on the information already written in both documents.
- As may be advised by the REMB, conduct follow-up interviews or consultations with the Divisions at REMB to validate or clarify the contents of the Interim NREP 2020-2040.
- Edit, re-write, lay out, recommend, and prepare or hire an expert to prepare the needed graphics and illustrations for the NREP 2020-2040 report. As may be needed, the IC shall write additional sections or paragraphs to clarify or further explain the content of the document.
The 1st Draft of NREP 2020-2040 will be disseminated in the most appropriate modes, e.g. on-line and via teleconferences, given the current quarantine rule. The discussions during these consultations will be documented by the REMB. The REMB will guide the IC on which of the comments from these consultations will be included in the final report. The consultant is also expected to make his/her own documentation. In case of discrepancies in recording, the REMB’s minutes document shall prevail. The 2nd Draft of NREP 2020-2040 will be submitted to the different designated units at DOE for a final review or “Complete Staff Work” (CSW). The document is then submitted to Office of the Secretary (OSEC) for approval. Sources of data must always be cited. In case of conflicts/differences in data, the DOE or REMB data shall prevail. Expected Outputs and Deliverables There will be at most three (3) drafts before the Interim NREP 2020-2040 will be considered final. The contents of each draft will be agreed at the inception planning. The final packaged report must be suitable for both technical and non-technical readers. The report must be able to convey the information through the use innovative and easily readable graphs, figures and illustrations, infographics. Institutionnel Arrangement The work of the IC will be supervised and coordinated by the DREAMS Project Manager. The PMU will provide a working space to the IC during the meetings with concerned units of DOE. The PMU will facilitate linkage to the potential key informants within and outside of DOE. However, the gathering and consolidation of data for the study, within or outside of DOE, shall be the responsibility of the IC. The IC will primarily coordinate with divisions under the Renewable Energy Management Bureau (REMB). REMB shall be the primary source of data for the NREP 2020-2040. Duration of the Work The contract period is from 6th July 2020- 30th September 2020. A total of 35 man-days will be needed to deliver the output. Duty Station The IC will be based in Manila. The IC is not required to report daily to the DOE-DREAMS office but may be requested to report at DOE(or due to the health quarantine may attend tele-conferences/calls) from time to time during the duration of the contract. Scope of Price Proposal and Schedule of Payments This is a lump-sum approach. The lump sum amount must be “all inclusive” of expenses, e.g. supplies, reproduction, meals, lodging, and in-manila travel fares.[3] Travels, meals, and hotel outside of Manila will be paid for the project and shall not form part of the financial proposal.
