| Overview : UNDP Vietnam is seeking for a National consultancy firm to carry out a review and evaluation of the implementation results of the Scheme 1002 “Community awareness raising and community-based disaster risk management (CBDRM)” during 2009–2020 (Reference No. FP013).
The consultancy firm is expected to: a) Review the updated implementation of the approved Scheme 1002 during 2009-2020
b) Identify achievements and lessons learnt (including unfulfilled objectives under the approved Scheme), and successful implementation models, challenges, weaknesses, problems and limitations should be specifically evaluated (including reasons to such limitations). The evaluation will provide a sound input for necessary improvements to the extended Scheme;
c) Review the funding allocated to the Scheme implementation from state budget and other financial resources during period 2019-2020 and proposed funding for period 2021-2025; identifying activities associated with individual capital source and costs of each activity; at the same time, also clarify the feasibility of capital sources;
d) Develop an annex to specify the activities to be transferred to the next period from period 2009-2020; the revised and new items to be implemented during 2020-2025 will also be determined;
e) Support the development of contents of the new CBDRM Scheme for period 2021-2025; at the same time support the VNDMA in the compilation of a Submission Letter to the Prime Minister for approval.
