Overview :

UNDP Vietnam is seeking for 01 National Consultant to support the elaboration of 02 work packages to be confirmed with two national partners including Lam Dong PPC and Dak Nong PPC – Team member (Ref: T200607) 

The Central Highlands region of Viet Nam is a landscape of global importance facing significant challenges from unsustainable landscape management, causing forest loss and degradation, land degradation, and marginalized households, among others. The main driver of this unsustainable management is the expansion of industrial agriculture (coffee, rubber, tree plantations, etc.) at the expense of natural forest, being exacerbated by poverty due to lack of access and unclear tenure, population growth due to migration, lack of governance, and others.

Based on the above, the Integrated Sustainable Landscape Management Through Deforestation-Free Jurisdiction Project aims to improve the environmental sustainability and social inclusion and resilience of food production models and supply chains in the Central Highlands of Viet Nam in the provinces of Lam Dong and Dak Nong by enhancing ecosystems, improving livelihoods, and sustaining food production and improving quality. This will result in:

  1. effective governance systems, including integrated land use planning and management tools and processes established at the district and provincial levels;
  2. sustainable, climate-smart, productive standardized practices implemented for sustainable agriculture and non-timber forest products and services;
  3. a financial environment enhanced with innovative mechanisms, increased funding, and thriving partnerships to support transformation towards sustainable landscapes, with emphasis on the provincial and district levels; and
  4. ensured sustainability and scaling up through robust coordination, monitoring and evaluation, knowledge production and dissemination, and active advocacy at the regional and national levels.

The abovementioned will be achieved through a consortium of different stakeholders formed to coordinate and promote an integrated sustainable landscape management approach which will be built over existing initiatives, methodologies, tools, and other activities currently in place within the country.

Moving forwards, UNDP is preparing a detailed project document for the project and the implementation packages to be contracted/partnered with national counterparts and international partners. Once the EU confirms the funding, there is a need to prepare relevant documents for the agreement between the EU and UNDP and for the Government’s internal approval process.

To undertake these preparations, UNDP is recruiting a National Consultant - Team member to provide support to the Climate Change and Environment Team on development of a detailed project document according to the Government template for the Government’s internal appraisal and approval.

The NC will be based at the UNDP Viet Nam Country Office, and will report to the Team Leader to provide support to the Climate Change and Environment Unit (CCEU). The NC will team up with other colleagues working at UNDP Country Office in Viet Nam for ensuring the highest possible quality of expected results/outputs below.
