| Overview : Call for Expressions of Interest (EOI) for the supply of Digital Voters’ Registration System (including mobile kits) for upcoming Voter Registration in Comoros

Suppliers are hereby invited to submit their Expressions of Interest to be short listed in relation to the upcoming Invitation To Bid (ITB) for the supply of Digital Voter Registration System, including mobile kits, software and related services for upcoming voter registration in Comoros.
a) Background
UNDP Comoros is assisting the Secrétariat National Administratif Permanent (SNAP) to plan and conduct a nation-wide registration of eligible voters as required by legislation. The purpose of the voter registration exercise is to prepare voter lists based on a complete and accurate voter registration database having biometric de-duplication functionality.
UNDP/PSO has been requested by UNDP Comoros to undertake on its behalf the procurement of goods and services as described in the next section (Scope of EOI).
b) Scope of EOI and Short Listing exercise
This announcement relates to the procurement of the following items (in approximate quantities):
- 90 Digital Voters´ Registration Kits, each of them should integrate within the corresponding waterproof kit case:
· Power-efficient laptop computer with OS, and two (2) laptop long-life batteries supporting each 8 hours operation of
the Registration Kit without external power supply input.
· Customized voter registration software (database and document management, registration data capture including
one or more biometric enrolment)
· Digital webcam to take ID photographs, including software.
· Digital fingerprint sensor, ANSI standards-based, including required software.
· Corresponding cables, drivers, connectors so the power kit can charge from mains electric supply and from a generator or a UPS
· Battery Chargers if required
· Maintenance items
- Server applications to manage the consolidation of data from kits directly connected or from removable media containing compressed, encrypted backups.
- Supply of the necessary software and conduct of the biometric duplicate analysis of the voters database. Duplicate analysis shall include duplicate search (at least two fingers including fusion of scores) and adjudication (i.e. human-based decision making process whereby portrait and demographic data are compared to reach a final decision on the probable duplicate). Matching shall be performed using standard templates (non proprietary) conforming to ANSI/INCITS 378 and ISO/IEC 19794-2. Software will be transferred to the end user, including source codes for all parts of the software developed for this project enabling the end user to subsequently fully use and adapt the system.
- Supply, installation and commissioning if any hardware is required in addition to the existing set of servers and computers to conduct the duplicate analysis.
- Printing of voters lists in Comoros from the clean database.
- Training Services in-country to include cascade (Training of Trainers) User training, IT and Operations personnel training.
- Onsite (from few locations) technical support during 4 months, and in-country after sales services during the warranty period (1 year) by local office in Moroni.
- The supplier may potentially be requested also to print voter cards, providing the required printers, consumables and operation support. This requirement is still pending of confirmation.
Further details and specifications will be included in the corresponding tender document.
c) General Instructions and documentation requested
UNDP/PSO invites potential suppliers to express their interest to supply the above equipment and services and apply for qualification-shortlisting. Expressions of Interest should specify UNDP/PSO reference number 322079 and shall be received no later than 16.00 hrs (Copenhagen, CET Time) on 02 May 2011.
The Expression of Interest shall include the following documentation:
i. A brief profile of the company including size, location, areas of expertise, years in business, product range proving the capacity to supply and deliver the requested goods and services in Francophone environment.
ii. A minimum of 3 purchase orders (POs) awarded and served within the past five years including the following:
- 2 POs proving relevant international experience in supplying mobile equipment (kits) including computer and devices for Digital registration (preferably voter registration) capturing personal and biometric data, and relevant capture software and database consolidation software. Each PO shall clearly indicate the type and quantities of items and technical specifications, contract amount, date, and customer´s current contact details for references to be sought. At least, one of the POs should be of minimum order value of USD 1 million.
- 1 PO proving relevant international experience in providing duplicate analysis software and service of conducting the analysis. PO shall clearly indicate the type and size of the database analyzed, technical specifications if any hardware was provided, scope of the service/project, contract amount, date, and customer´s current contact details for references to be sought.
As the project will take place in a Francophone country, the above Pos and the approach used in those cases by the Supplier must fully prove the Supplier’s experience and solid capacity in supplying the above goods and implementing the above services in a French speaking environment.
iii. Quality assurance certificates held by your company, and quality certifications your company requires from sub-suppliers. Preference will be given to suppliers holding International Quality Assurance certificates.
iv. Litigation and arbitration history detailing any cases for the last 5 years. UNDP reserves the right not to shortlist any supplier with a consistent history of litigation.
v. Audited financial statements for the last three years (to at least include: Consolidated Balance Sheet, Profit & Loss, and Cash Flow statements).
vi. Proof of financial capacity/credit availability, in the form of either:
· A recent Letter from a Recognized Commercial Bank specifically stating credit availability of the company for a minimum amount of USD 1 Million or
· External Credit Rating (such as D&B etc…), proving sufficient credit availability for high profile projects.
vii. Complete contact details of focal person/s for bidding documents and further correspondence, including name, position, email address/es and phone numbers.
Please note, applications which are incomplete may not be considered.
UNDP will short-list suppliers aiming at a maximum of 8 companies, based on an assessment of the relevance and adequacy of the submitted information. UNDP will not provide details or reasons for not short listing any applicant.
The subsequent bidding documents and awarded purchase order(s) will be issued in accordance with the Rules and Regulations of UNDP.
UNDP may make use of the result of this shortlisting exercise for other upcoming projects in the future.
